SMM5, May 15, 2020: on May 12, 2020, the US Department of Commerce announced that it would file a case on its own to investigate whether China's stainless steel plates and strips were simply processed by Vietnam to circumvent US anti-dumping and countervailing measures against China. This case involves products under the United States coordinated tariff codes 7219.13.0031, 7219.13.0051 and 7219.13.0071.
Prior to this, on March 3, 2016, on the application of AK Steel Corporation, Allegheny Ludlum, LLC (ATI Flat Rolled Products), North American Stainless and Outokumpu Stainless USA, LLC on February 12, 2016, the US Department of Commerce launched an anti-dumping and countervailing investigation into stainless steel plates and strips imported from China. On September 12, 2016, the US Department of Commerce announced a positive anti-dumping judgment on Chinese products involved in the case, and on July 12, 2016, the US Department of Commerce announced a positive countervailing ruling on the products involved in the case.
On February 2, 2017, the US Department of Commerce announced the final anti-dumping and countervailing action on stainless steel plates and strips imported from China. On March 3, 2017, the US International Trade Commission (ITC) voted to make a final decision on anti-dumping and countervailing industrial damage to stainless steel plates and strips imported from China.
According to customs statistics, about 2.497 million tons of stainless steel coil were exported in 2019, of which about 7500 tons were exported to the United States, accounting for 0.3%. In 2018, stainless steel export coil was about 2.887 million tons, of which about 6900 tons were exported to the United States, accounting for about 0.24%. According to the data, the American region accounts for very little of China's stainless steel exports.
