Entry of rare earth metal mines into the exclusion list of tariff commodities on the United States and Canada

On May 12, the tariff Commission of the State Council announced the second exclusion list of tariff commodities levied on the United States and Canada for the second time. The list mainly includes: rare earth metal ore, silver ore and its concentrate, gold ore, nickel alloy plate / strip / foil, nickel alloy wire, nickel alloy tube, aluminum alloy tube with an outer diameter not exceeding 10 cm, titanium tube, nickel-cadmium battery, etc.

The goods listed in the annex list, from 19 May 2020 to 18 May 2021 (one year), will no longer be subject to tariffs imposed by me for anti-American 301 measures. If the duty and tax levied has been refunded, the relevant import enterprise shall, within 6 months from the date of publication of the exclusion list, apply to the Customs in accordance with the relevant provisions.

Most of the rare earth metal mines imported by China come from the United States. In the early stage, China imposed a 25% tariff on rare earth metal mines imported from the United States from June 1, 2019. However, from the existing import and export data, the total import of rare earth metal mines from June to December 2019 increased by 46% over the same period of 18 years. This time, the rare earth metal mines will no longer impose the tariffs imposed by the anti-Meimei 301 measures, and the duties and duties already levied will be refunded, which may promote the import of rare earth metal mines.

SMM believes that the short-term impact of the policy on praseodymium and neodymium oxide prices is limited, because the recent market praseodymium oxide neodymium oxide inquiry situation is generally good, demand to support praseodymium oxide neodymium oxide And the early praseodymium and neodymium oxide price line to 260000 yuan / ton, upstream merchants low price shipment willingness is limited, although the recent price rise, but the overall increase is limited. Therefore, it is less likely to continue to fall sharply on the basis of the current price level of praseodymium and neodymium oxide.
