Tangshan to deepen production curbs during Aug 18-21

SHANGHAI, Aug 19 (SMM) – Steelmakers in the centre of top steelmaking hub of Tangshan in Hebei province have been ordered to deepen their production controls during CST 12:00 August 18 to CST 12:00 August 21, in anticipation of poorer pollutant diffusion conditions, according to the notice from the city government.

During that period, only one sintering machine at the northern plant of Tangshan Steel is allowed to maintain operation, while Huaxi Steel and Guoyi Steel are permitted to run two sintering machines, respectively.

Other steelmakers in Lubei, Kaiping, Guye, Fengnan districts, Luanzhou city and Luannan county are required to trim their sintering capacity by at least 50%.

In the four-day period, coke plants in the region are required to suspend coal feeding and coke producing, while cement clinker producers, except for those who need to treat sludge, are required to stop operation. Lime, brick-tile kilns are ordered to halve capacity.

This came on top of the city’s smog-control plan for August, and district or county governments will dispatch inspectors to the plants to ensure the implementation of production curbs.

The Indian domestic steel market strengthened during the week with prices increasing by 4.18-15.68USD/tonne (400–1,500INR/tonne) across key markets compared with the previous week, supported by improved demand and tighter availability. Raipur billet rose by 15.66USD/tonne (1,500INR/tonne) week on week to 454.40USD/tonne (43,500INR/tonne) EXW Raipur. Rebar prices increased by 8.35USD/tonne (800INR/tonne) to 531.66USD/tonne (50,900INR/tonne) EXW Mumbai. In Mandi Gobindgarh, HMS 1&2 (80:20) rose by 4.17USD/tonne (400INR/tonne) to 400USD/tonne (38,300INR/tonne) delivered Mandi. Ingot rose by 4.17USD/tonne (400INR/tonne) to 489.79USD/tonne (46,900INR/tonne) EXW Mandi. PDRI sponge iron prices up by 9.39USD/tonne (900INR/tonne) to 320.60USD/tonne (30,700INR/tonne) EXW Bellary. Alang Melting rose by 10.44USD/tonne (1,000INR/tonne) to 393.63USD/tonne (37,700INR/tonne) ex-yard Alang. Steel prices may remain firm in the coming week amid higher raw material costs.

[India Export] Indian HRC export indications for Europe remained at 590–600USD/tonne FOB India on September 11, with European discussions continuing at 695–700USD/tonne CFR. Some sellers mentioned 715USD/tonne CFR North Europe, but no transaction was confirmed at that level. Indian sellers held their position as reduced European spot availability, higher energy costs and expectations of seasonal production cuts supported regional mill pricing. Northern European HRC prices were around 730–750EUR/tonne EXW, while offers at 770EUR/tonne EXW continued to meet buyer resistance. Italian HRC prices were around 720–730EUR/tonne EXW, although trading remained limited as downstream buyers adopted a wait-and-see approach. Firm European domestic values consequently supported Indian export indications, but subdued spot activity, quota exposure and uncertainty over customs-clearance timing kept importers selective at the upper end of the CFR range.
