SMM Network News: on May 30, the National Energy Administration announced the "2019 wind power, photovoltaic power project construction related matters notice," officially opened the photovoltaic bidding project application. Not only are photovoltaic enterprises actively applying, but local governments have also concentrated on local competitive allocation policies in Taiwan. So far, 20 provinces, autonomous regions, and municipalities, including Beijing, Tianjin, Hebei, and Shanxi, have applied for relevant projects, most of which will be reviewed online or offline in the near future.
However, some enterprises have reflected to us that there is a problem of "kicking the ball" in a few areas, especially when it is difficult to access and absorb the power grid, and enterprises do not know how to declare it.
Through the analysis of the project application policies of these local governments, it should be said that most local governments still follow the purport of the central policy and organize the project application in a positive and orderly manner. Some provinces in the enterprise generally reflect the difficult power grid access and consumption issues, in accordance with local conditions, not only in accordance with the relevant requirements of the central documents, but also combined with the actual situation of the province to create conditions for photovoltaic development enterprises. For example, Hebei Province clearly stipulates that "the provincial power grid company shall be organized by the province to confirm whether the project has the conditions for access and acceptance." Jiangxi Province has also stipulated that all projects to be reported will be "asked to be uniformly studied by the State Grid Jiangxi Electric Power Co., Ltd., and opinions on access and acceptance will be issued if the conditions are met." governments such as Guangdong and Shanxi also require the provincial power grid to uniformly study the power access and consumption of the whole province. Like them!
In fact, when formulating policies, the central authorities have also taken into account the possible differences in the right to speak between the development enterprises and the local power grid enterprises, and explicitly require the local energy authorities to assume the main responsibility. In the fifth part of the "relevant requirements" of the notice, the first article clearly proposes that "the provincial energy departments shall fully communicate with the local provincial power grid enterprises, calculate and demonstrate the conditions for connecting and absorbing the new installed capacity of photovoltaic power generation in the provincial region, and organize the construction of the project in an orderly manner." At the central level, as early as March, the National Energy Administration asked the National Network and Southern Network to evaluate the national new energy access and consumption in 2019, and also listened to the views of development enterprises many times, trying their best to facilitate the grid connection and consumption of photovoltaic projects.
However, it has to be said that some local governments are "lazy" and do not fully understand the spirit of the documents, simply copy them, copy them mechanically, and improve the application conditions in disguise, resulting in photovoltaic development enterprises in the region not knowing where to declare and how to declare them.
It should be noted that, as the most market-oriented policy in the history of photovoltaic power generation in China, the 2019 photovoltaic bidding policy is the first competitive approach to configure photovoltaic projects that need subsidies and participate in the national uniform electricity price ranking. The design of this system is a serious implementation of General Secretary Xi Jinping's new energy security strategy of "four revolutions and one cooperation" and the strategic plan of the 19th CPC National Congress on "strengthening the clean energy industry." Combined with the reality of the continuous expansion of the domestic photovoltaic market and the rapid growth of the total demand for subsidies, the National Energy Administration takes the overall thinking of "market orientation, competitive allocation, fixed revenue and expenditure, classified management and steady progress". It is hoped that by deepening the "release of management and clothing" and market-oriented, it will not only ensure the steady and healthy development of China's photovoltaic industry, but also promote the decline of subsidies, so as to create good conditions for solving the subsidy gap.
CPIA participated in the policy discussion and consultation work since the policy brewing stage in the second half of last year, fully aware of the difficulty and hardship of the competitive allocation policy coming out of Taiwan, and well aware of the painstaking efforts made by the National Energy Administration, the National Development and Reform Commission, and the Ministry of Finance. The three ministries and commissions closely coordinated, organized a number of symposiums to solicit opinions, invited dozens of units and representatives, including industry associations, photovoltaic enterprises, financial institutions, industry media, and experts, to participate in the discussions, and the draft policy has been revised dozens of times. In order to buy time, in early May, the National Energy Administration, through internal notification and training, guided the implementation of the competitive bidding policy by provincial local governments when the policy had been decided but not yet announced. On the first trading day after the announcement of the policy, on May 31, when the Shanghai and Shenzhen indices fell by-0.24% and-0.23% respectively, the solar plate index rose 1.38% against the trend, fully indicating that the market has a generally positive evaluation of the 2019 photovoltaic policy.
However, as General Secretary Xi has repeatedly stressed, one part of the work and nine points of deployment will be implemented. No matter how well the central policy is formulated, the key lies in local implementation. We hope that all localities will fully realize that the current task of energy transformation in China is still very arduous, and "strengthening the clean energy industry" is a clear and important task of the 19th CPC National Congress. As a strategic emerging industry with international competitive advantage, photovoltaic industry has more than 2 million practitioners in the upstream and downstream industry chain, which is the only strategic emerging industry leading the United States in the McKinsey report. In the current complex international environment, the stable and healthy development of photovoltaic industry is more important to stabilize the social and economic operation of our country. How is the implementation of the policy, and where are the sincere efforts for green development, the eyes of the vast number of photovoltaic and new energy practitioners can see very clearly. We hope that the relevant local governments will effectively pay the main responsibility to create conditions for the smooth implementation of the 2019 photovoltaic policy.
After all, to do a good job in the bidding of 2019 photovoltaic projects, the central, local, power grid, photovoltaic investment enterprises can not be less efforts!
