Yesterday, the website of the solid waste Center announced the ninth batch of restricted public notice forms in 2019, containing a list of six categories of scrap copper import approval documents, involving a total of 240429 tons of imported scrap copper approval documents. The volume of this approval includes only some parts of the country, the enterprises are mainly concentrated in Zhejiang, and only one enterprise in Chujiang is included in the list in Anhui. It is speculated that the approval will be published in batches in different regions.

Yesterday, the website of the solid waste Center announced the ninth batch of restricted public notice forms in 2019, containing a list of six categories of scrap copper import approval documents, involving a total of 240429 tons of imported scrap copper approval documents. The following information can be obtained through the analysis.

1. The approval will be published in batches by region. The volume of this approval includes only some parts of the country, the enterprises are mainly concentrated in Zhejiang, and only one enterprise in Chujiang is included in the list in Anhui. It is speculated that the import of scrap copper in the second half of the year will be published in batches by region.

According to SMM, the six types of scrap copper approvals in 2019 were issued only half a year and on a quarterly basis. Compared with the data, it is found that the total amount of the approval is basically the same as the import of the six types of scrap copper in the third quarter of last year, and the approved standard of the approval volume is only based on the actual import volume of the six types of scrap copper in the third quarter of 2018. In addition, the production capacity of waste enterprises will also be taken into account.

3. At present, the reduction is mainly in seven categories. Through the comparison of the data, it is found that the total amount of this approval is basically the same as the import of six types of scrap copper last year, then the loss of imports is all seven categories of scrap copper, and only Zhejiang and Anhui reduced the amount of metal by 44800 tons in the third quarter. From this, it is inferred that in the second half of the year, only seven categories of reduction in China will be seen, with a reduction of 60, 000 tons in the third quarter and 131000 tons in the whole year.

4. The main processing and smelting enterprises are not affected. Judging from the approval volume of Jintian, Judong, Huacheng, Shimao and other large enterprises, the wholesale volume in the third quarter of 2019 is basically the same as that in the same period last year, and can meet the normal production of major processing enterprises in the third quarter.

In the follow-up, we need to pay attention to the issuance of approval documents in other parts of the country. It is understood that the Ministry of Environmental Protection still hopes to ensure the normal production of processing enterprises during the normal initial implementation period, so that the policy is stable and excessive. It is expected that the amount of approval in other areas will remain stable in the third quarter. Then in the third quarter, the national import of copper scrap decreased by only 60,000 metals, which has little impact. Although there were no significant import losses in the third quarter, the volume of approvals in the fourth quarter was uncertain, taking into account the manner in which they were issued on a quarterly basis.
