SMM News: a few days ago, Tiangao nickel industry 600000 tons / year stainless steel project record monitoring report through the review and public disclosure.
According to reports, the construction contents of the environmental impact assessment report and environmental protection temporary filing letter of the project are 2 sets of 90m2 sintering machine, 2 450m3 ironmaking units, 1 70 ton electric furnace, 1 110t converter and 1 120t refining furnace. The auxiliary project is substation and oxygen station, and the output of the project is 600000 tons / year of stainless steel.
Due to market reasons, the ironmaking process of the project was suspended in the first half of 2015. The steelmaking process was suspended in the first half of 2016 and resumed in May 2017. After the resumption of production, the project plans to upgrade and transform the facilities of the whole plant, so one converter of 110t steelmaking will be phased out, which will be announced on the website of Yunnan Provincial Industry and Informatization Commission on December 25, 2017 after confirmation by the Yunnan Provincial people's Government (No. 15); the phase-out of 2 450m3 ironmaking blast furnaces will be announced on the website of Yunnan Provincial Industry and Informatization Commission on December 28, 2017 after confirmation by the Yunnan Provincial people's Government (No. 20).
Following the phase-out of the 450m3 ironmaking blast furnace, the ironmaking production line in the project was phased out and dismantled by the end of 2020; steelmaking retained all but 110t converters, which were dismantled in June 2018. The contents of this environmental protection record are as follows: 1 steelmaking 70 ton electric furnace, 1 120t AOD refining furnace, 1 120t LF refining furnace, 1 machine 1 stream straight arc billet continuous caster, substation, oxygen station, gas tank, raw material storage and other auxiliary projects, etc., for the 600000 ton / year stainless steel project of Yunnan Tiangao Ni Industry Co., Ltd. Sewage treatment station, initial Rain Water collection pool, accident emergency pool, waste gas treatment facilities, hazardous waste temporary storage and other environmental protection facilities.
Therefore, the construction site of the project remains unchanged, the production scale remains unchanged, and the main project is reduced. Compared with the temporary filing letter, the whole ironmaking production line is eliminated, the main project has reduced 2 sets of 90m2 sintering machine and 450m3 ironmaking blast furnace 2, the steelmaking production line has reduced 110 tons of converter 1, and the production raw materials have been changed from hot metal to outsourcing. The above changes are the need to eliminate backward processes, reduce pollution emissions, and belong to positive changes.
During the whole process from the establishment of the project to the commissioning of the project, the rules and regulations of environmental protection management have been basically implemented; the environmental protection countermeasures and suggestions put forward by the current environmental impact assessment and the interim filing letter have been implemented; the facilities are operating normally; and the management measures are appropriate, in line with the relevant regulations of the state and the requirements of environmental protection management. According to the results of acceptance monitoring and investigation, the wastewater of the project is not discharged, the organized waste gas is up to the standard, the concentration of particulate matter in the factory boundary reaches the limit of the corresponding standard, and the noise of the factory boundary meets the requirements of the relevant standards. Solid waste has been effectively controlled in accordance with the requirements of the current environmental impact assessment. The content of the "Environmental Protection record and Monitoring report of 600000 tons / year stainless Steel Project of Yunnan Tiangao Ni Industry Co., Ltd." is complete and true, and the content of the report is consistent with the site.
