Vietnam imposes temporary anti-dumping duties on aluminium extrusion from China

Producers in Guangdong, Guangxi, and Shandong provinces will be most affected

SHANGHAI, Jun 5 (SMM) – Vietnam's ministry of industry and trade imposed temporary anti-dumping duties on aluminium extruded products originating from 17 Chinese producers on Wednesday June 5, according to an announcement on May 29.

Vietnamese authorities said it conducted a five-month investigation and found that the local aluminium sector suffered significant losses as Chinese aluminium products were dumped in the market.

The products include alloy or non-alloy, extruded aluminium rods and bars. They are subject to an anti-dumping rate of 2.46%-35.58%.

SMM expects producers in Guangdong, Guangxi, and Shandong provinces to be most impacted as they exported most of the aluminium extruded bars and rods to Vietnam in 2018.

Some 98,531.18 mt of Chinese aluminium extruded bars and rods arrived in Vietnam in 2018, taking up 10.19% of China’s total exports, SMM calculated based on customs data. The proportion compared with 8.6% in 2017 and 42% in 2016.

Official data from Vietnam showed that imports of aluminium extruded bars from China exceeded 62,000 mt in 2018, double that of 2017. Imports from other countries fell to 5,000 mt in 2018.

Aluminum Inventory Buildup Combined with Forward Capacity Commissioning, Geopolitical Premium Supports Aluminum Price with Limited Rebound Space [SMM Aluminum Morning Meeting Minutes]
[Aluminum Inventory Buildup and Long-Term Capacity Commissioning; Geopolitical Premium Underpins Aluminum Price Rebound with Limited Room] Overall, the macro front has improved recently. The marginal constraint on the non-ferrous metals sector from expectations for US Fed interest rate hikes staying put has weakened. The proportion of liquid aluminum in China has continued to rise, and the geopolitical risk premium in the Middle East persists. These factors have jointly underpinned aluminum prices, and short-term market confidence has recovered somewhat. However, long-term aluminum capacity continues to come online outside China, traditional end-use demand in China remains weak during the traditional off-season, coupled with fluctuating expectations for US Fed interest rate hikes outside China and ongoing uncertainties in the Middle East geopolitical situation. Aluminum prices are expected to consolidate on a strong note, but upside resistance remains.
