[SMM analysis] settled! Vietnam to impose temporary anti-dumping duty of 2.46% to 35.58% on Chinalco profiles

According to the official website of the Ministry of Commerce of Vietnam, on May 29, 2019, the Ministry of Industry and Trade of Vietnam issued decision 1480 / QD-BCT, which adopted interim anti-dumping measures (CBPGs), against some aluminum extruded bars and profiles made in China. Provisional anti-dumping duties range from 2.46% to 35.58%. It also stated that the number of Chinese manufacturers involved in the investigation was 17.

Vietnam's Ministry of Commerce claims that China's aluminum profile exports are too large. Vietnam imported more than 62000 tons of aluminum extruded rods from China in 2018, almost double the amount in 2017, while imports from other countries continued to decline, according to the official website of the Ministry of Commerce. China's massive exports to it have resulted in two results: one is that it has damaged the interests of Vietnam's own aluminum enterprises and put its own enterprises in a loss-making state, and the other is that the United States has begun to impose tariffs on Vietnam's extruded aluminum. Because of the secondary export of aluminum from China to Vietnam to the United States.

The Vietnamese tax numbers for aluminum profiles and bars given by the Ministry of Commerce of Vietnam are 7604.10.10, 7604.10.90, 7604.29.10, 7604.29.90 and 7604.21.90, respectively. The tax codes of the General Administration of Customs of China are 7604.10.10, 7604.10.90, 7604.29.10, 7604.29.90 and 7604.21.00, which are 7604.10.10, 7604.10.90, 7604.29.90 and 7604.21.00, respectively. It can be seen that the first four tax code numbers of the two countries are exactly the same, the difference lies in the final Vietnam 7604.21.90 (China does not have the tax code number) and China 7604.21.00 (Vietnam does not have the tax code number), but through the two countries' description of these two tax code numbers, Combined with the previous double negative case experience, the author speculates that Vietnam tax code number 7604.21.90 is consistent with China tax code number 7604.21.00. In the follow-up content, we will use the relevant export data of China Customs tariff number 7604.21.00 to analyze together.

SMM has counted the export data of China's five tariff numbers 7604.10.10,7604.10.90,7604.29.90 and 7604.21.00 since 2016. It can be seen that the export volume of aluminum profiles and bars in China has decreased since 2016. Since then, it has remained basically stable for nearly two and a half years.

According to the SMM annual report, nearly 42% of the total exports of aluminum profiles and bars were exported to Vietnam in 2016, while this proportion fell to 8.6% in 2017 (the specific reasons are explained in the annual report, and the author will not repeat them here), the proportion of aluminum profiles and bars exported to Vietnam accounted for nearly 42% of the total exports of aluminum profiles and bars in 2016, but this proportion fell to 8.6% in 2017. In terms of export countries in 2018, as shown in Table 2 and Table 3, the total amount of aluminum profiles and bars exported by China to Vietnam last year was 98531.18 tons, accounting for nearly 10.19 per cent of China's total aluminum profiles and bars exports. Vietnam led the top 10 countries in the total export of aluminum profiles and bars in 2018, followed by Australia (5.23 per cent) and the Philippines (5.15 per cent).

Since many domestic aluminum enterprises are mainly exporting countries to Vietnam, the author has counted the profile and bar sub-regional data exported to Vietnam in 2018, as detailed in Table 4 below. It can be seen that Guangdong, Guangxi and Shandong provinces export more aluminum profiles and bars to Thailand. After the implementation of temporary anti-dumping duties in Vietnam, some relevant aluminum profile enterprises in these three provinces may be greatly affected.
