Recently, the relevant departments in Tangshan City reported on the progress of the autumn and winter off-peak production in the iron and steel industry from 2018 to 2019. The relevant contents are as follows:

1. The arrangement of off-peak production in autumn and winter in iron and steel industry determines that the implementation period of off-peak production in autumn and winter is from October 1, 2018 to March 31, 2019 (a total of 182 days). The off-peak production performance of iron and steel enterprises in the whole city is classified. The actual output of the blast furnace exceeded the peak limit of 2.71 million tons in the heating season last year, and the proportion of production limit was adjusted and controlled by 31.55 per cent.

The clear rectification and reform requirements are put forward: first, the strict governor should not replace the wrong peak production limit by means of blast furnace air control and oxygen reduction, short-term furnace shutdown maintenance, etc., and the reduction of output can not be accepted as the output limit of the wrong peak. The second is to check the minimum production load of guaranteed heating. It is preliminarily determined that, with the exception of five iron and steel enterprises, which can appropriately extend the time limit for staggered peak production, other enterprises are carried out according to the existing production plan for reaching the wrong peak in the city, and the production time of the wrong peak shall not be extended at will. It is necessary to limit the production of Xiancheng in autumn and winter before March 31, 2019.

Third, the actual implementation of the off-peak production in Tangshan iron and steel enterprises can be divided into two categories. First, according to the city to reach the wrong peak production plan requirements in place, including 9 counties (cities) 24 iron and steel enterprises. Second, according to the city to reach the wrong peak production plan requirements have not been implemented in place, including 6 counties (cities) 11 iron and steel enterprises. At present, it is actively coordinating and supervising counties (cities) and enterprises to adjust and implement the wrong peak production plan according to the requirements, and report it to the relevant departments for the record.
