At present, Dehong's local power generation capacity is declining, the demand for electricity load in the state is steadily increasing, the supply and demand of power in the state will soon be out of balance, and there will be a situation where supply exceeds demand, and some silicon plants will not be able to continue production, which will have a significant impact on Dehong's industrial production. The supply and demand situation in Dehong area is reported as follows:

First, Dehong local power generation capacity showed a sharp downward trend.

From September 21 to 27, 2018, the average load of small hydropower in Dehong Prefecture was 1.0274 million kW; from September 28 to October 4, 2018, and the average load of small hydropower decreased by 100000 kW from September 28 to October 4, 2018, when the average load of small hydropower was 920900 kW,. On September 27th, the power generation of small hydropower was 24.96 million kWh;. On October 8, the daily power generation of small hydropower decreased sharply from 20.769 million kWh, to 4.2 million kWh, and the daily power generation of small hydropower is expected to drop to about 15 million kWh by the middle of November.

Second, the power load in Dehong area has increased steadily.

From September 21 to 27, 2018, the average state power load was 1.033 million kW; from September 28 to October 4, 2018, and the average power supply load was 1.014 million kilowatts. On Sept. 27, the state supplied a total of 25.154 million kWh; on October 8, and the state supplied a total of 23.2 million kWh.

At present, 55 units of Quanzhou Silicon Plant have a capacity of 712100 kVA, among which Yonglong No. 2 furnace and Pengxin No. 2 furnace are in the stage of power outage and maintenance, and the power consumption will be resumed later. Seven 3150kVA transformers have been put into operation in Lianghe County, and the new capacity of 22050 kVA, will increase steadily. The daily power supply will be kept at about 25 million kWh in mid-November, and there will be a gap of about 10 million kWh.

According to the current output situation, the output of small hydropower is expected to be 700000 kW in November. On the other hand, the trend of power demand will rise instead of falling. According to the current load situation, the electricity load is expected to be 1.08 million kW in November. It will be difficult for local small hydropower to balance silicon power, and the supply will fall short of demand.

According to the possible gap in power supply, the State Industry and Information Commission is requested to issue an orderly power supply emergency plan and arrange "Dehong Industrial Silicon production Power limit sequence Table" and "Dehong Industrial Silicon production Power outage sequence Table" to solve the contradiction between supply and demand balance.
