The National Mineral Resources Plan approved by the State Council, that is, four important mineral catalogues such as rare earths are designated as important mineral catalogues from 2016 to 2020, and 24 planned mining areas of rare earths and five rare earth mining areas of great value to the national economy have been delineated. The total amount control index of rare earth mining in China during the 13th five-year Plan period is 140000 tons of rare earth oxides. The Ministry of Land and Resources has built a demonstration base for saving and comprehensive utilization of rare earths in Ganzhou, Jiangxi Province, Baik Woo-Hwa, Inner Mongolia, to lay a good foundation for ensuring the sustainable utilization of resources.

Second, efforts should be made to improve the ability to guarantee rare earth resources.

On the basis of the national evaluation of mineral resources, a special survey of three sparse minerals was carried out. From 2012 to 2015, rare earth investigations were carried out in Fujian, Jiangxi, Hunan, Guangdong, Guangxi and other southern provinces and regions with rare earths, and a number of heavy rare earth mining areas were discovered. It provides a certain resource guarantee for the development and utilization of rare earth resources.

Third, improve the construction of the system and strengthen the management of rare earth mines.

Over the years, effective measures have been taken to control the expansion of rare earth mining. A series of documents have been issued, and in order to further strengthen macro-control, the rare earth mining industry was re-issued in 2015 for examination and approval.

Fourth, we will fully implement the control of the total amount of mining and realize the orderly development of the rare earth industry.

Since 2006, the total amount of rare earth mining has been continuously controlled throughout the country. In recent years, under the framework of the coordination mechanism for the layout of rare metals, the Ministry of Resources, the Development and Reform Commission, the Ministry of Industry and Information Technology and other departments have coordinated departments, The mining quality control index and mandatory production plan are unified. According to the actual planning demand and various arguments, this year's national total mining target has increased by another 15000 tons on the basis of last year, and has been given to the national rare earth mine rare earth oxide mining index of 120000 tons. In the distribution of new indicators, The new target of 15000 tons was allocated to light rare earths, an increase of 13750 tons, and Inner Mongolia increased by 9750 tons. At present, the output of legal minerals in the country is within the effective control target.

Fifth, we will continue to carry out special rectification of mining and earnestly strengthen the management of rare earths.

Sixth, promote the development and integration of rare earth resources.

With the relevant departments to continue to promote the development and integration of rare earth resources, the number of rare earth carbon mining in China decreased from 129 to 86 in 2011. At the same time, we will actively support the establishment of the six major rare earth industries and promote the optimization of rare earth resources. At present, most of the mining rights have been integrated into rare earth groups, and the scale and intensity of rare earth development have been further improved. However, due to various reasons, there are still difficulties and problems in the development, utilization and protection of rare earth resources in China, such as rare earth processing and application and broad prospects. During the period of adjustment, rare earth resources management still faces some challenges. The healthy and sustainable development of rare earth industry in the new era really needs new ideas, scientific and technological innovation and new momentum.

Yao Huajun said: in accordance with the requirements of the CPC Central Committee and the State Council to deepen the reform of the party and state institutions, the Ministry of Natural Resources has uniformly exercised its responsibility for ecological protection and restoration, and at the same time fulfilled its role of development, utilization, and protection and supervision of natural resources. We should correctly handle the relationship between resource development and environmental protection, conscientiously implement the principle of giving priority to protection, strengthen the management and restoration of rare earth mines, and strive to build a harmonious rare earth mining area in accordance with the principle of managing while mining and who benefits from it. Third, strengthen departmental cooperation and improve the supervision mechanism for the development of rare earth resources.
