2013年12月环保部发布了《铜、镍、钴工业污染物排放标准》等六项有色金属行业排放标准修改单，其排放标准严格程度较之前版本大幅提高，以二氧化硫为例，现特别限值排放标准为100mg/m³，而以前的标准仅为400mg/m³左右，据铜冶炼厂人士反应当前国内不符合特别限值排放的炼厂大有其在，但目前暂未有准确的产能数值,后续我们将持续跟进。

According to our statistics, the execution time issued by different places is different, and there are differences in the execution time between existing enterprises and new enterprises. For existing enterprises, In 2017, Hunan will implement special emission limits for Linwu County, Changning City, Huayuan County and other counties and cities. The cities and towns of Xining City, Haidong City and Liuzhou State Capital in Qinghai Province were implemented in 2017, and Qinghai, a newly put into operation, also implemented special emission standards. Anhui implemented the key areas in the first quarter of 18, and the non-ferrous industry was vaguely stated in the document, but the standard is currently being implemented according to the local refinery response. Chongqing implemented it on July 1, 2018. 2 26 cities and Shanxi Province will be implemented on October 1 this year; Jiangsu will be implemented on August 1, 2019; Ningxia on October 1, 2019; and Huangshi, Hubei, on January 1, 2020.

At present, some smelters have been shut down because they do not meet the limit standards, which shows that the implementation of the government is strong. The subsequent emission limit of air pollutants will be gradually implemented in the key areas of environmental protection, and some areas of copper industry concentration will be affected. As can be seen from the document, not only sulfur dioxide, nitrogen oxides and particulate matter and other requirements are also very strict, the cost of the smelter is also more and more obvious.
