In order to scientifically and reasonably guide new energy investment, achieve efficient use of resources, promote fair competition and survival of the fittest, and promote the healthy and sustainable development of photovoltaic power generation industry, the following issues are notified on improving the grid electricity price mechanism for photovoltaic power generation.

I. perfecting the formation mechanism of grid price for centralized photovoltaic power generation

(1) to change the benchmark feed-in price of centralized photovoltaic power stations to the guiding price. Considering the technological progress and other factors, the guiding price of the new centralized photovoltaic power station in the I~III resource area, which is included in the scope of national financial subsidy, is determined at 0.40 yuan per kilowatt hour (including tax, the same below), 0.45 yuan and 0.55 yuan, respectively.

(2) the feed-in electricity price for new centralized photovoltaic power stations shall, in principle, be determined by means of market competition and shall not exceed the guiding price in the resource area where it is located. The part of the price determined by the mode of market competition within the benchmark on-grid electricity price of local coal-fired units (including desulphurization, denitrification and dedusting price) shall be settled by the local provincial power grid; the higher part shall be subsidized by the National Renewable Energy Development Fund.

(3) the State Energy Administration has approved that it has been included in the scale of financial subsidies and has identified the owners of the project, except for centralized photovoltaic power stations that have not yet determined the feed-in electricity price (except for those whose project targets are invalid), and those that were connected to the grid before June 30, 2019 (inclusive), The feed-in electricity price shall be implemented in accordance with the provisions of the Circular on matters related to Photovoltaic Power Generation in 2018 (Development and Transformation of Energy (2018) 823); If the electricity price is connected to the grid after July 1 (inclusive), the feed-in electricity price shall be implemented in accordance with the guiding price stipulated in this Circular.

(4) for the village-level photovoltaic poverty alleviation power stations (including Liancun power stations) included in the list of additional funds for renewable energy electricity prices, the feed-in electricity prices for the corresponding I~III resource areas remain unchanged, It is still carried out at 0.65 yuan, 0.75 yuan and 0.85 yuan per kilowatt hour, respectively.

II. Appropriate reduction of new subsidies for distributed photovoltaic power generation

(1) to be included in the scale of financial subsidies in 2019, and the industrial and commercial distributed (that is, distributed except for household use) photovoltaic power generation projects with the model of "self-use and surplus access to the Internet" shall be adjusted to 0.10 yuan per kilowatt-hour; The industrial and commercial distributed photovoltaic power generation project with the mode of "full access to the Internet" shall be implemented according to the guiding price of the centralized photovoltaic power station in the resource area. For industrial and commercial distributed projects allocated by the competent energy departments in the form of market competition, the price formed by market competition shall not exceed the guiding price in the resource area, and the subsidy standard shall not exceed 0.10 yuan per kilowatt hour.

(2) bringing into account the scale of financial subsidies in 2019, and adjusting the subsidy standard for household distributed photovoltaic power generation to 0.18 yuan per kilowatt hour using the "self-use, surplus Internet" model and the "full Internet" model.

(3) all localities are encouraged to introduce targeted support policies to support the development of the photovoltaic industry.

This Circular shall enter into force as of July 1, 2019.
