Recycled copper is one of the important fields of recycling industry of renewable resources, and it has been paid more and more attention by the industry. However, in the face of the adjustment of the national solid waste import policy, the recycled copper industry is also facing new challenges. According to SMM, only a few recycled copper projects have been launched this year, and it will still take time for them to actually go into production.
Recent investment in new capacity:
Shandong Jinsheng Group recently took over the annual output of 300000 tons of recycled copper smelting project methodically to promote the resumption of production work, and strive to resume ignition in August.
On May 25, China Metal Resources Utilization Co., Ltd., the largest comprehensive utilization enterprise of recycled metals in China, signed a cooperation agreement with Dianjiang County to build a western recycled copper industry development base in Dianjiang County. The project plans to invest 1 billion yuan, mainly to build a financial warehousing logistics supply chain headquarters base and recycled copper processing and manufacturing industry base. The construction of the project is scheduled to begin in August and the construction cycle is expected to be one year. After completion and commissioning, it is expected that the annual sales revenue will be 6 billion-10 billion yuan, and the annual contribution to tax revenue will be 300-800 million yuan. The proportion of recycled Copper in China will remain low in the Future
Since 2013, global annual recycled copper production has averaged about 4 million tons, accounting for about 18 per cent of global refined copper production. China produces nearly 2 million tons of recycled copper, accounting for about 50 per cent of global recycled copper production. The proportion of recycled copper in China is much higher than the world average. in 2010, it was close to 40%, and it has declined in recent years.
China has a very high dependence on imports of recycled copper, which accounted for about 90% of the total amount of recycled copper before 2012, and has declined in recent years.
SMM said that at present, there are relatively few recycled copper projects. due to environmental protection and restrictions on imports of solid waste, the external environment of recycled copper projects is not good, and the proportion of recycled copper is also declining year by year. the proportion of regenerated copper is expected to be about 18 percent in 2018. The future will remain at that level.
Development status of recycled Copper Industry
After the rapid development in recent years, China's recycled copper industry has formed a relatively complete industrial system, and has become an important part of China's copper industry.
In terms of output scale, China's recycled copper industry has developed steadily in recent years, reaching 2 million tons in 2007, and fell back in 2008 due to the financial crisis, but it is still about 1.9 million tons. Domestic recycled copper production in 2012 was 275 tons, an increase of 14.5 percent over the same period last year, a record high. It continued to grow rapidly in the years that followed, and by 2015 production of recycled copper had reached about 3.05 million tons.
In terms of enterprise size, there are generally only a few or more than a dozen recycled copper enterprises in developed countries, while thousands in China. although China's recycled copper industry as a whole has a large scale, the average production capacity is very small. As of 2013, there are only more than 10 enterprises that recycle more than 50,000 tons of recycled copper annually.
From the technical level, after the development in recent years, the level of technical equipment in China's recycled copper industry has been significantly improved, energy consumption, environmental protection, cleaner production and so on in large enterprises have made significant progress. However, due to the influence of objective factors, the overall technical equipment level of China's recycled copper industry is still relatively low.
Environmental supervision continues to strengthen
In recent years, China has revised the Environmental Protection Law, the Criminal Law, the Safety in production Law, the Environmental Assessment Law and other laws and regulations, and increased the punishment for illegal production, illegal sewage and other illegal acts. From July 2016 to this year, different batches of the Central Environmental Protection Inspectorate working Group have been stationed in major cities in the country every year to carry out environmental inspection. Anhui, Shandong and Zhejiang are the main gathering places of recycled copper enterprises in China, and the high-pressure situation of environmental protection supervision has sounded the alarm for the vast number of recycled copper enterprises. Since July 1, 2017, the Ministry of Environmental Protection has launched a one-month special action to crack down on environmental violations by imported waste processing and utilization enterprises. environmental protection departments at all levels have drawn 420 people to form 60 inspection teams. A comprehensive inspection was carried out on 1792 imported solid waste processing and utilization enterprises. the results showed that 1074 enterprises had environmental violations, the proportion of which reached 60 per cent. Among them, Guangdong Qingyuan 85 seven types of waste designated enterprises, 67 were required to return import waste license.
