First, strengthen organizational leadership. Each pilot area should set up a leading group for the pilot work in the light of the actual situation. Third, we will promote the construction of a recycling system as a whole. We will take key construction projects as the starting point, drive the pilot work as a whole, solve outstanding bottleneck problems such as cascade utilization and efficient recycling of power batteries, set up a number of industry benchmarking enterprises, and build a number of demonstration projects. Promote the gradual improvement of relevant standards and policies and measures.

Eighth, increase policy support. We will formulate and introduce supporting policies and measures to support the recycling of power batteries, strengthen the docking with relevant industrial policies, and make full use of the existing preferential tax policies. 12. after the completion of the pilot work, the pilot areas and the China Iron Tower Co., Ltd. shall summarize the completion of the pilot project and report it to the Ministry of Industry and Information Technology. The Ministry of Industry and Information Technology, together with the Ministry of Science and Technology, the Ministry of Ecology and Environment, the Ministry of Transport, the Ministry of Commerce, the General Administration of Market Supervision and the Bureau of Energy, will organize a pilot evaluation after the expiration of the pilot project and sum up the pilot experience. Other non-pilot areas should also study and put forward specific implementation plans in the region as soon as possible in the light of the local actual situation, and report the implementation plans to the Ministry of Industry and Information Technology and other seven departments for the record. It is necessary to strengthen government guidance, promote automobile production and other related enterprises to implement the responsibility of power battery recycling, and build a recycling system and a life-cycle supervision mechanism.
