According to the evidence provided by the applicant and the preliminary review by the Ministry of Commerce, the combined output of the applicant and the supporting enterprise accounted for more than 50% of the total output of similar products in China in 2014, 2015, 2016 and 2017. It complies with the provisions of articles 11 and 13 of the Anti-dumping regulations of the people's Republic of China concerning the filing of anti-dumping investigation applications by domestic industries. At the same time, the application contains the contents and relevant evidence required for the filing of the anti-dumping investigation provided for in Article 14 and Article 15 of the Anti-dumping regulations of the people's Republic of China. On the basis of the results of the above-mentioned examination and in accordance with the provisions of Article 16 of the Anti-dumping regulations of the people's Republic of China, The Ministry of Commerce has decided to open an anti-dumping investigation into imported stainless steel billets and stainless steel hot-rolled plates / coils originating in the European Union, Japan, South Korea and Indonesia from July 23, 2018. The relevant matters are hereby announced as follows: 1. the investigation and investigation period from the date of promulgation of this notice, The Ministry of Commerce has opened an anti-dumping investigation into imports of stainless steel billets and stainless steel hot-rolled plates / coils originating in the European Union, Japan, South Korea and Indonesia. the dumping investigation period determined by this investigation is from January 1, 2017 to December 31, 2017. The duty rate on stainless steel products in Malaysia remains at 9.31 per cent; in Taiwan, China continues to be 13.79 per cent, but in Taiwan, China, the (Yuan Long) product tax rate is 37.29 per cent.

13 July 2018, The US International Trade Commission (USITC) voted to make a definitive judgment on the anti-dumping industrial damage of stainless steel flange (Stainless Steel Flanges) imported from China: the products involved in the import from China caused substantial damage to the domestic industry of the United States. In that ruling, all five members voted in favour. Based on the above affirmative ruling on industrial damage, the US Department of Commerce will issue an anti-dumping levy on stainless steel flanges imported from China. The case concerns products under United States harmonized tariff lines 7307.21.1000 and 7307.21.5000.
