Ministry of Industry and Information Technology: new Energy vehicle Power Battery Recycling will be temporarily traced back to Source Management from August 1

SMM7 March 3: in order to implement the "extended producer responsibility system implementation Program" and the "New Energy vehicle Power Battery Recycling and Utilization Management interim measures" requirements, promote the recycling of power batteries. On July 3, the Energy Saving Department of the Ministry of Industry and Information Technology issued the interim provisions on traceability Management of the Recycling and Utilization of Power batteries for New Energy vehicles. The management regulations point out that, in accordance with the relevant requirements, the "National Monitoring of New Energy vehicles and the Integrated Management platform for traceability of Power Battery Recycling and Utilization" should be established. The whole process of power battery production, sale, use, scrapping, recovery, utilization and so on is collected, and the main body of each link is monitored to fulfill the responsibility of recycling.

The implementation of traceability management for new energy vehicle products and imported new energy vehicles that have obtained the "announcement" before August 1 and obtained compulsory product certification has been delayed for 12 months from August 1. If it is still necessary to use the power battery which is not encoded in accordance with the national standard in the course of maintenance and so on within the time limit, a description shall be submitted.

Automobile manufacturing enterprises (including importers) shall, within 12 months of the implementation of these provisions, supplement the relevant traceability information to the traceability management platform for new energy vehicle products that have been produced and imported but not included in traceability management.

The battery production and cascade utilization enterprise shall, in accordance with the requirements of the notice on the opening of the Automobile Power Battery coding filing system (Zhongji letter (2018) 73), apply for the manufacturer's code and file the coding rules. The power battery or ladder battery products produced by the enterprise are coded and identified.

The announcement read as follows:

Interim provisions on traceability Administration of Power Battery Recycling and Utilization of New Energy vehicles

Article 1 in accordance with the requirements of the interim measures for the Administration and Administration of the Recycling and Utilization of Power batteries for New Energy vehicles (Joint Section (2018) 43 of the Ministry of Industry and Information Technology), The establishment of "New Energy vehicle National Monitoring and Power Battery Recycling traceability Integrated Management platform" (hereinafter referred to as traceability management platform), The whole process of power battery production, sale, use, scrapping, recovery, utilization and so on is collected, and the main body of each link is monitored to fulfill the responsibility of recycling.

Article 2 from the date of entry into force of these provisions, Traceability management shall be carried out on the products of new energy vehicles newly obtained from the notice of Road Motor vehicle Manufacturing Enterprises and products (hereinafter referred to as "the notice") and the newly imported new energy vehicles that have obtained compulsory product certification.

Article 3 the implementation of traceability administration for new energy vehicle products and imported new energy vehicles that have obtained compulsory product certification before the date of implementation of these provisions shall be postponed for 12 months from the date of entry into force of these provisions. Article 4 Automobile production enterprises (including importers) shall, within 12 months of the implementation of these provisions, retransmit the relevant traceability information to the traceability management platform for new energy vehicle products that have been produced and imported but not included in the traceability management.

Article 5 from the date of implementation of these provisions, traceability management shall be carried out on cascade battery products.

Article 6 an enterprise engaged in battery production and cascade utilization shall, in accordance with the requirements of the notice on the opening of the coding and filing system for Automobile Power batteries (Zhongji letter (2018) 73), apply for the manufacturer's code and file the coding rules. The power battery or ladder battery products produced by the enterprise are coded and identified.

Article 7 an enterprise engaged in automobile production, recycling, dismantling and comprehensive utilization of end-of-life vehicles shall apply for an account number on the traceability management platform (see schedules 1 and 2 for the application materials). Enterprises should upload traceability information on the traceability management platform (see schedule 3). The automobile manufacturing enterprise shall submit the information of the recycling service network (see schedule 4) and publish it to the public on the enterprise website.

Article 8 an automobile production enterprise shall, within 15 working days after the distribution of the factory qualification certificate for domestic new energy vehicles, and the importer shall upload information within 15 working days after the customs clearance of imported new energy vehicles and the completion of inspection and quarantine.

Article 9 A seller cooperating with an automobile production enterprise shall submit the recorded information to the automobile production enterprise in a timely manner after the sale of the vehicle and inform the vehicle owner of the requirements and procedures for updating the recorded information when the recorded information changes. The automobile production enterprise shall upload the information within 30 working days after the vehicle sales license plate and the vehicle owner's record information are updated.

Article 10 maintenance dealers and battery rental enterprises cooperating with automobile production enterprises shall submit information to the automobile production enterprises in a timely manner after the maintenance and replacement of the power batteries. Automobile production enterprises should upload traceability information within 30 working days after the maintenance and replacement of power batteries.

Article 11 Recycling service outlets shall submit information to automobile production enterprises after the recovery and transfer of used power batteries. Automobile production enterprises should upload information within 30 working days after the waste power battery is recycled into the warehouse and handed over to the warehouse.

Article 12 sellers, maintainers and leasors of new energy vehicles that have not cooperated with automobile production enterprises shall, in accordance with the provisions of Article 7, submit their applications through the traceability management platform and within the time limits prescribed in articles 9 and 10. Upload information to the traceability management platform specification.

Article 13 an end-of-life vehicle recycling and dismantling enterprise shall upload information within 15 working days after receiving the end-of-life new energy vehicle and issuing the "end-of-life vehicle recovery certificate"; Upload information within 15 working days after the used power battery is dismantled and handed over to the warehouse.

Article 14 A cascade utilization enterprise shall upload information within 15 working days after the cascade utilization battery products are released from the warehouse; The information of waste power battery produced in the process of production, detection and use of cascade utilization battery should be uploaded within 15 working days after its recovery into and out of the warehouse.

Article 15 A recycling enterprise shall upload information within 30 working days after the waste power battery is received into the warehouse; within 30 working days after the completion of recycling and final treatment.

Article 16 Enterprises in automobile production, battery production, recycling, dismantling and comprehensive utilization of end-of-life vehicles shall establish internal management systems, strengthen traceability management, and ensure that traceability information is accurate and true.

Article 17 the competent departments of industry and information technology at the provincial level, together with the relevant departments at the same level, shall supervise and inspect the performance of the traceability responsibilities of the relevant enterprises in their respective regions.

Article 18 the relevant terms and definitions of the interim measures for the Administration and Administration of the Recycling and Utilization of Power batteries for New Energy vehicles shall apply to these provisions.

Article 19 these provisions shall enter into force as of August 1, 2018.
