Henan province will impose winter production curbs on heavy industries across the province from November 15, 2018 to March 15, 2019, Henan Daily reported on Tuesday November 6.
The curbs would target the steel, coke, foundry, building materials, nonferrous, pharmaceuticals and pesticides sectors.
Without blanket cuts, steelmakers that can meet ultra-low emission standards across all the processes or that adopt the electric arc furnace (EAF) can be exempted from the curbs.
Mills that can meet ultra-low emission standards only at the sintering process would face capacity limitations of 20% while others would be required to cut their capacity by half.
Ultra-low emission standards refer to emission concentration of particulate matter, sulphur dioxide, and nitrogen oxides below 10 mg/m³, 50 mg/m³, and 200 mg/m³, respectively.
