North China City Introduces Controlling Scheme for Winter Air Pollution

From Oct 2017 to Mar 2018, the average concentration of PM 2.5 each county (city), district and development zone should be reduced by over 20%.

SHANGHAI, Sept. 26 (SMM)-On Sept.25, Zhengzhou Municipality introduced Action Scheme of 2017-2018 Winter Integrated Control for Winter Air Pollution, which clarifies the overall aim of prevention and control of air pollution during autumn & winter this year—From Oct 2017 to Mar 2018, the average concentration of PM 2.5 each county (city), district and development zone should be reduced by over 20% compared with last year and the number of heavily-polluted days should be reduced by at least 15%. The scheme is equipped with 49 detailed measures.

The scheme requires:

Steel casting industry partly produces in peak shift. Production restriction and suspension schemes should be made by Sept. 20th, 2017. Those steel companies using blast furnaces should restrict their output by 50% during heating season. Apart from those electric furnaces and natural gas furnaces that meet the emission standard, others should stop production during the season. Electric furnaces and natural gas furnaces should stop producing on heavily-polluted days above yellow alert.

Nonferrous chemicals industry should limit output of electrolytic aluminum by over 30% and aluminum oxide by 30% during heating season and those carbon enterprises fail to meet emission limit should stop output without exception. For those meeting the special limit, the output should be restricted by over 50%. Casting procedure of secondary nonferrous metals industry should be reduced by 50% for its capacity.

Wangrui, Aluminum analyst of SMM, believes the limiting scheme on production of Henan Province during heating season is within the market’s anticipation, including the following “2+26” cities, which are expected to introduce similar schemes in succession. The number of production limit of related industry (30%, 50%) is very likely to remain the same. Currently what the market focuses first is whether Shandong Province will make the compliant capacity as the base of 30% limit of electrolytic aluminum output, saying whether those incompliant shutdown capacity can be added to the 30% production limit. Second is whether anode will be in short supply during heating season.

[SMM Aluminum Alloy Daily Review] Futures side, the aluminum alloy 2603 contract opened at 22,250 yuan/mt, with the futures fluctuating downward overall, breaking below the 22,000 yuan/mt mark.
