SMM: Worries Overdone Over Aluminum Output Curbs during Winter Heating Season

SHANGHAI, Jun. 30 (SMM) – Market has been worried that aluminum production will be affected significantly during the winter heating season.

However, SMM considers such concerns as overdone.

Once closed, aluminum capacity will not easily be restarted since it costs more than 750 yuan/tonne to restart. As such, production controls may not be implemented as strictly as required, SMM understands.   

The aluminum capacity required to be cut during winter heating season does not necessarily have to be legal capacity, a source from the China Non-Ferrous Metals Industry Association (CNIA), said. Aluminum smelters could negotiate with environmental protection department to deduct illegal capacity already eliminated from the amount of capacity ordered to be cut during winter heating season, the source added. 

SMM Reports on MIIT Aluminum Meeting

According to a work plan jointly issued by several departments under the State Council, aluminum smelters covered by the “2+26” key regions for environmental protection (namely Beijing, Tianjin, and 26 smaller cities in the Beijing-Tianjin-Hebei region and nearby areas) are required to slash capacity by more than 30% based on the number of electrolytic cells.

Indonesia Prepares to Launch New Mineral and Strategic Commodities Exchange, Icomex, in 2027
[SMM Aluminum Express News] Indonesia is preparing to launch a new Mineral and Strategic Commodities Exchange, tentatively called the Indonesia Commodity Exchange (Icomex), with operations targeted to begin on 1 January 2027. Minister of State Secretary Prasetyo Hadi said on 17 August that Icomex would operate broadly like the Indonesia Stock Exchange, but for commodity trading. The government is still developing the price-formation mechanism, which is expected to take into account production costs and international market prices. The government has not yet decided which commodities will be required or eligible to trade through Icomex. CPO, nickel and coal have been cited as examples, but Prasetyo stressed that the final list remains under discussion. The government is also considering how the existing Indonesia Commodity & Derivatives Exchange (ICDX) would fit into the new structure, including whether ICDX could be integrated into Icomex or continue operating separately.
