Global steel trade associations today released a statement urging the leaders of the G7 nations to take steps to address the current global steel overcapacity situation which is negatively affecting economies, industries and workers around the world.

The American Iron and Steel Institute, the Japan Iron and Steel Federation,Eurofer (the European Steel Association), Canadian Steel Producers Association,UK Steel, the German Steel Federation (WV-Stahl), Alliance des Minerais, Minéraux et Métaux (A3M), Federacciai (the Federation of the Italian Steel Companies), the Steel Manufacturers Association (SMA), the Committee on Pipe and Tube Imports (CPTI), the Specialty Steel Industry of North America (SSINA), and the European Steel Tube Association said:

“Government support measures and other policies have contributed to significant global excess capacity in steel, unfair trade and distortions in steel trade flows around the world. Among other things, these market-distorting government policies have prevented adequate industry adjustment in some markets in response to changes in global demand. This is an issue of concern in countries where government policies encourage steel capacity growth without regard to market signals, or where government actions sustain uneconomic or consistently loss-making steel plants that otherwise would exit the market.

“Steel producers in the G7 nations, and elsewhere around the world, highly appreciate intergovernmental attempts so far to cope with the global overcapacity issue, and urge their governments to take urgent action to address this global problem, building upon the work program outlined by high-level government representatives in Brussels in mid-April to address the overcapacity and adjustment challenges facing the steel industry,” the statement, in part, read.

“It is critical that all major steel-producing nations participate in efforts to eliminate trade-distorting policies that are contributing to the current steel crisis,” it continued. “Otherwise, as was noted at the OECD Steel Committee meeting in May 2015, ‘a failure to address or halt market distortions will result in subsidized and state-supported enterprises surviving at the expense of efficient companies operating in environments with minimal government support.’

“In this regard, we urge the G7 summit in Japan to discuss the need to maintain effective remedial measures, consistent with their WTO rights and obligations, against exports from countries in which market economy conditions do not prevail.”

[Google Quantum Computing Achieves New Breakthrough: Willow Chip Reduces Error Rate by About 40 Times]
Alphabet's Google (GOOG.O) announced on October 15 that its Quantum AI team has successfully validated a new technique called "Magic State Cultivation" on the Willow quantum chip, reducing the error rate of specific quantum states by approximately 40 times and achieving a quantum state preparation accuracy of 99.99%. The related research findings have been published in the journal Science. Google explained that quantum computers are susceptible to interference that causes errors, and to perform complex computations, special quantum states need to be prepared in advance, but this process is highly resource-intensive. Some studies estimate that conventional methods could consume up to 95% of a quantum computer's computing power. The new technique improves preparation efficiency by detecting and discarding quantum states with errors, and is expected to reduce the resource consumption of error correction in future quantum computers. Google stated that this achievement is an important step toward practical quantum computing, but further validation is still needed to determine whether it can be applied to larger-scale quantum computing systems.

[China's EUV light source prototype achieves 90% localisation; mass production still 3–5 years away]
The 26th China International Industry Fair is being held at the National Exhibition and Convention Center, where over a hundred Shanghai scientific and technological achievements are on display in the Innovation Technology Pavilion. At the Landau Suiyan booth, an EUV light source system prototype is making its debut at the fair. It is currently the most advanced domestically developed EUV light source prototype on public display, and is also known as the "heart" of high-end lithography machines. EUV light sources are one of the three core parts for manufacturing advanced process chips at 7 nm and below. They have long been subject to technology monopolies and embargoes outside China, making them a key link constraining China's ability to independently control high-end chips. On-site staff introduced that the light source system on display has achieved 90% localisation, with the vast majority of core parts independently developed through R&D. Its technical route is consistent with that of leading international producers, and it can be used for chip exposure testing. Although mass production is still 3–5 years away, this breakthrough marks a key step in moving China's EUV light source from the laboratory toward industrialisation.
