Kansas to have statewide database of scrap metal sales

TOPEKA (Scrap Monster): Gov. Sam Brownback on Friday signed a bill that would establish a statewide database of scrap metal sales. The HB 2048 authorizes Attorney General’s office to create and maintain the database. The proposed database would help to curb rising incidents of scrap metal theft in the state by offering an effective tool for enforcement officials, noted supporters of the bill.

The proper maintenance of scrap database would provide hint as to who are the big buyers and big sellers in respective regions. It would also help law enforcement authorities to identify the frequency of scrap metal sales conducted by individuals at different scrap yards. This would provide vital information about people who have engaged in multiple scrap sales in different counties.

The bill also brings in uniform restrictions on scrap metal sales across the state. Earlier, these laws used to differ in various counties. Moreover, the bill makes scrap metal theft exceeding $5,000 as a Level 6 nonperson felony. A second offense would lead to imprisonment. By raising the level of punishment, the legislation aims to deter people from involving in scrap metal thefts and gradually put a stop to this crime.

As per the legislation, attorney general is hereby given jurisdiction and authority over all matters involving the implementation, administration and enforcement of the provisions of the scrap metal theft reduction act.

The law becomes effective July 01, 2015.
