Texas introduces comprehensive battery recycling bill

The Texas House of Representatives Committee on Environmental regulation in its hearing held on May 5th has decided to hold HB 3153- the bill relating to recycling of household batteries.

AUSTIN (Scrap Monster): The Texas House of Representatives Committee on Environmental regulation in its hearing held on May 5th has decided to hold HB 3153- the bill relating to recycling of household batteries. According to Rep. Rodney Anderson, the bill calls for a more detailed study as only Vermont has implemented a similar program. If not taken up this year, the bill will be considered in the next legislative session, which will take place in 2017.

The bill proposes creation of free statewide takeback and recycling program for single-use and rechargeable household batteries. HB 3153 prohibits manufacturers who refuse to participate in the recycling initiative from selling batteries in the state.

The Texas Commission on Environmental Quality has called upon manufacturers and stewardship organizations to submit plans towards successful implementation of the bill. The plans should include suggestions with regards to collection locations and targets. Detailed plans regarding recycling process and public awareness campaigns to be carried out ahead of implementation of the bill are also invited.

Meantime, Robin Schneider, Executive Director of the Texas Campaign for the Environment stated that the bill would serve as a model for other legislatures across the country in addressing the issue of battery recycling in an environment-friendly manner. Further, he stated that he won’t be disappointed even if the bill doesn’t pass the first time, as long as it could motivate other legislatures to take up the issue. The bill would be the first in the country that brings single-use and rechargeable batteries under its coverage. He also claimed that the bill has got bipartisan support.
