SHANGHAI, Sept. 30 (SMM) – China’s recently promulgated a National Plan for Addressing Climate Change (2014-2020), its first mid-long term plan for tackling climate change. Promulgation of the Plan follows the recent sharp hike in charges for effluent and exhaust discharges and comes nearly 100 days earlier that the scheduled implementation of China’s new Environmental Protection Law.

Industry entrance standards outlined in the Plan echo the 2014 Regulations on China’s Lead-Zinc Industry (Draft for Public Comment) published in mid-September.

The Regulations, modeled on Regulations on China’s Copper Smelters, released April 28 will likely impose ever more rigorous energy consumption and resource utilization requirements.

The Regulations for the lead and zinc sectors require lead smelters to employ oxygen bottom blowing and related technologies for lead smelting, as well as improved energy efficiency.
