Gas Becomes Fixed Indicator for Coal Mine Integration

Chinese government’s measures to ensure coal mine production safety will become increasingly stringent.

SHANGHAI, Feb. 21 (SMM) -- According to sources from the State Administration of Coal Mine Safety (SACMS), the integration of coal mines will show a new trend in 2012, and coal mines whose gas prevention and control is ineffective will be ordered to stop production, or be merged by coal mine groups whose gas prevention and control meet standards.

Gas is a natural enemy of the coal production, and the majority of coal mine accidents are caused by drainage of gas and ineffective gas prevention and control. The SACMS decided to strengthen efforts to prevent and control any factors threatening coal mine production safety in 2012.

China will strongly put forward the gas drainage standards at domestic coal mines, urge coal mines to strictly implement the Interim Provisions on Reaching the Standards of the Drainage of Coal Mine Gas and establish the gas drainage compliance self-assessment system, consider the gas drainage capacity as an important binding indicator to assess mine production capacity, and conduct supervision and inspection of gas drainage standards to balance drainage, digging and mining. China will timely shut down or integrate coal mines whose gas can not be effectively prevented and controlled under the existing conditions.

Sources report that the approval for new high-gas coal mines with capacities below 300,000 mt/yr and coal and gas outburst mines with capacities below 450,000 mt/yr will be stopped in 2012.

Coal mine safety problem has always been the paramount task of coal mines, and will also affect the political fate of local government officials. An accident will bring other local coal mines into the strict safety checks. Therefore, Chinese government’s measures to ensure coal mine production safety will become increasingly stringent.
