【SMM 알루미늄 속보】EU, 금속 스크랩 수출 금지 제안에 인도 재활용업체들 정부 지원 요청

인도의 중소 재활용 기업들을 대표하는 주요 협회가 EU의 금속 스크랩 수출 대상에서 인도를 제외하는 방안에 대해 정부의 개입을 요청했다. 9월 18일, 유럽연합 집행위원회는 2027년 5월 발효 예정인 규정에 따라 EU의 금속 스크랩을 인도로 수출하는 것을 금지하는 방안을 제안했다. 집행위원회는 잔류성 및 독성 중금속이 포함될 가능성 때문에 금속 스크랩에 대한 더 강력한 통제가 필요하다고 밝혔다. 업계 추산에 따르면 인도는 세계적인 스크랩 주요 구매국으로, 금속 스크랩 수입량의 약 4분의 1을 EU에서 조달한다. 인도자재재활용협회(MRAI)에 따르면, 인도는 2025/26 회계연도에 알루미늄 스크랩의 약 20%, 구리 및 구리 합금 스크랩의 22%, 납 스크랩의 20%, 아연 스크랩의 40%를 EU에서 조달한다. MRAI는 수요일 인도 상공부에 보낸 서한에서 "이러한 기존 공급망의 차질은 인도 재활용 업체, 특히 소기업·중소기업(MSME)에 직접적인 영향을 미치고 원자재 비용 상승과 인도의 1차 금속 자원 의존도를 높일 수 있다"고 밝혔다. MRAI는 서한에서 인도가 금속 재활용 및 가공 시설을 규율하는 포괄적인 환경 규제 체계를 갖추고 있다고 주장했다. MRAI는 EU의 이번 제안을 "자원 보호주의"라고 규정하며, 유럽 금속 산업에서 스크랩이 지니는 전략적 중요성을 지적하고 올해 타결될 것으로 예상되는 인도-EU 무역협정에 따라 스크랩 수입에 대한 무관세를 촉구했다.

【SMM Aluminum Flash News】ERG Group to Complete Second Phase of Pavlodar Aluminum Smelter by 2029, Doubling Output

According to foreign media reports, the ERG Group plans to complete the second phase of its Pavlodar aluminum smelter by 2029. Daniyar Rakhmatullaev, Deputy General Manager for Strategy and Development at ERG, stated that the company intends to build the new facility at the site of its existing electrolysis plant in Kazakhstan. The project involves an estimated total investment of nearly $1 billion, with construction scheduled to begin in 2027 and completion expected between 2028 and 2029. Once operational, the new plant is projected to add 400,000 tonnes to annual aluminum output, bringing total annual capacity to approximately 650,000 tonnes—up from the current 250,000 tonnes. The company also plans to expand its value chain by using its own aluminum to manufacture automotive wheels. Rakhmatullaev indicated that the project would be financed through a combination of internal funds and borrowed capital.
