에스콘디다 2호 감독자 및 직원 노조, 광산과 교착 상태... 파업 가능성 고조 [SMM 분석]

9월 23일 소식, 외신 보도에 따르면 BHP 소속 칠레 에스콘디다 구리 광산과 에스콘디다 광산 감독·직원 노조 제2지부(Sindicato N°2 de Supervisores y Staff de Minera Escondida) 간의 단체협약 협상이 아직 실질적인 돌파구를 마련하지 못했다. 해당 노조는 주로 광산 감독, 전문 기술 인력, 행정 직원으로 구성되어 있으며, 정회원은 약 1,020명이다. 이번 협상은 2026~2028년 단체협약을 대상으로 하며, 현행 협약은 9월 30일 만료될 예정이다.
노조 위원장 알렉시스 바레라는 직접 교섭 시한이 다가오고 있지만 임금·복지, 직무 책임, 교대 근무제 등을 두고 노사 간 이견이 여전히 크며, 합의 도달까지는 아직 거리가 멀다고 밝혔다. BHP는 현지 시간 9월 23일까지 최종 제안을 제출해 조합원 투표에 부쳐야 한다. 제안이 부결될 경우 양측은 최소 5일간의 정부 강제 조정 절차에 들어가며, 합의에 이르지 못하면 쌍방 동의 하에 조정 기간이 5일 더 연장될 수 있다. 조정이 끝나고도 협상이 결렬되어야만 노조는 합법적으로 파업에 돌입할 수 있다.

알려진 바에 따르면, 노조는 회사의 현재 제안이 기존 협약 대비 임금과 복지 개선 폭이 제한적이라고 판단하는 한편, 감독 직무 범위 확대에도 반대하고 있다. 회사는 일부 감독에게 광산 운반 트럭 운전을 포함한 생산 운영 교육을 이수하도록 제안했으나, 노조는 이러한 업무를 일선 작업자가 담당해야 한다고 주장한다. 또한 회사는 “14일 근무, 14일 휴무” 교대제 도입을 추진 중이며, 노조는 이를 받아들일 수 없다고 명시적으로 밝혔다. 바레라는 최종적으로 파업 투표가 필요할 경우 조합원들이 이를 지지할 것으로 예상된다고 말했다.

현지 언론은 앞서 이번 협상에서 노조가 장기 보상·복지 개선, 더 나은 휴가 및 가족 생활 지원, 그리고 협상 타결 보너스로 3,000만 칠레 페소를 요구하고 있다고 보도한 바 있다. 노조는 에스콘디다가 최근 수년간 높은 수익성을 유지해 왔으며 감독·직원의 보상과 복지를 개선할 여력이 있다고 보는 반면, 회사는 현행 협약의 보상·복지 수준이 이미 경쟁력이 높다며 생산성 향상 등의 조치를 통해 협상을 진전시키길 희망한다고 밝혔다.

에스콘디다는 세계 최대 구리 광산 중 하나다. BHP 자료에 따르면 2026 회계연도 이 광산의 구리 생산량은 126만 1,200톤으로 전년 대비 3% 감소했으며, 2027 회계연도 생산 가이던스는 100만~110만 톤이다. 현재 협상은 아직 파업 단계에 접어들지 않았으며 광산 생산도 당분간 영향을 받지 않고 있다. 또한 이번 협상은 일선 작업자가 아닌 감독과 전문 인력을 주 대상으로 하므로, 파업이 발생하더라도 생산에 미치는 실제 영향은 참여 규모와 회사의 비상 대응 방안에 따라 달라질 수 있다. 다만 노사 협상이 교착 상태를 지속할 경우 글로벌 구리 광석 공급 측면의 불확실성을 키울 가능성은 여전히 존재한다.

Vedanta's Konkola Copper Mines has resumed operations at its Nchanga copper smelter in Chingola, Zambia, after more than three months of maintenance and rehabilitation, the company said on 21 September. Built at a cost of US$350 million and commissioned in 2010, Nchanga is one of Zambia's largest copper processors with annual capacity of 311,000 tonnes. The shutdown was initially scheduled for 60 days but extended to 106 days after detailed inspections found additional critical work; the refurbishment cost about US$40 million, the first major overhaul in eight years. The plant cast its first copper anode after restart. KCM produced 80,215 tonnes of copper in 2025, and Vedanta targets annual output of 300,000 tonnes by 2030. The restart supports Zambia's goal of lifting national copper production to 3 million tonnes by 2031 from 890,346 tonnes in 2025.
