파키스탄, 중국산 연속주조 빌릿·슬라브 반덤핑 일몰재심 개시

2025년 6월 20일, 파키스탄 국가관세위원회는 2025년 4월 30일 파키스탄 생산업체인 Amreli Steels Limited, Mughal Iron & Steel Industries Limited, Frontier Foundry Steel Private Limited가 제출한 신청에 따라, 중국산 및 중국에서 수입되는 연속주조(강) 빌릿에 대한 반덤핑 조치의 2차 일몰재심 조사 개시를 알리는 제36/2015/NTC/CCB/SSR/2025호 고시를 발표했습니다. 이 사건의 조사 기간은 2022년 1월 1일부터 2024년 12월 31일까지입니다. 조사 대상 제품은 파키스탄 관세 분류 코드 7207.1110, 7207.1190, 7207.1210, 7207.1290, 7207.1910, 7207.1920, 7207.1990, 7207.2010, 7207.2020, 7207.2090, 7224.1000, 7224.9000에 해당하는 철 및 비합금강의 반제품과 합금강입니다. 이 제품들은 재압연 공장에서 철근, 선재, 빔, 채널, T형강 등을 생산하는 데 사용됩니다. 조사 기간 동안 기존 반덤핑 관세는 계속 유효합니다. 최종 판정은 고시일로부터 12개월 이내에 발표될 예정입니다. 이 고시는 발표일부터 효력을 발생합니다.

이해관계자는 본 고시일로부터 15일 이내에 답변을 등록하고, 30일 이내에 청문회 신청을 제출하며, 60일 이내에 사건 의견 및 증거 자료를 제출해야 합니다.

2015년 8월 5일, 파키스탄은 중국산 및 중국에서 수입되는 연속주조(강) 빌릿에 대한 반덤핑 조사를 개시했습니다. 2017년 6월 22일, 파키스탄은 이 사건에 대해 긍정적인 최종 판정을 내렸으며, 조사 대상 제품에 대해 C&F 가격을 기준으로 24.04%의 반덤핑 관세를 2017년 6월 22일부터 5년간 부과하기로 결정했습니다. 2022년 6월 14일, 파키스탄은 이 사건의 1차 일몰재심 조사를 개시했습니다. 2023년 10월 26일, 파키스탄이 제1차 일몰재심에서 긍정적 최종 판정을 내려 조사 대상 제품에 대해 24.04%의 반덤핑 관세를 계속 부과하기로 결정했다. 유효 기간은 3년이며, 2022년 6월 22일부터 발효된다.

JSW Steel reported consolidated crude steel production of 6.59 million tonnes for the June quarter, up 3% year-on-year. [South Korea's steel exports rebound on AI data center demand]

South Korea's steel exports showed signs of recovery amid strong global demand for AI data center construction. According to South Korea's Ministry of Trade, Industry and Energy, steel exports reached 2.14 billion USD in June, up 9.6% year-on-year, marking the first export growth in 14 months. The US market was the main driver, with steel export volume to the US rising 58.3% in the first half to 2.2 million tonnes from 1.39 million tonnes. Notably, exports of reinforcing bars used in data center framework construction surged to about 483,500 tonnes from 14,560 tonnes a year earlier.

US raw steel output reached 1.84 million net tons (approx 1.669 million tonnes) for the week ending July 11, 2026, at 79.7% capability utilization, up 3.9% from 1.771 million net tons (78.2%) a year earlier, but down 0.9% from the previous week. Year-to-date production through July 11 totaled 49.952 million net tons (approx 45.31 million tonnes) at 78.8% utilization, up 5.9% from 47.171 million net tons in the same period last year.
