Australia Made the Final Ruling on the Second Sunset Review of Anti-Dumping and Countervailing Duties on Silicon Metal from China

On April 15, 2025, the Australian Anti-Dumping Commission issued Announcement No. 2025/024, stating that the Minister for Industry and Science had approved the final recommendations of the second sunset review conducted by the Australian Anti-Dumping Commission on anti-dumping and countervailing measures against silicon metal imported from China. It was decided that, starting from June 4, 2025, anti-dumping and countervailing duties would continue to be imposed on the subject products from China in the form of ad valorem duties, with the following rates: a provisional anti-dumping duty rate of 16.2%, a provisional countervailing duty rate of 29.4%, and a provisional combined anti-dumping and countervailing duty rate of 45.6%. This case involves products under Australian HS code 2804.69.00.14.

On February 6, 2014, Australia initiated anti-dumping and countervailing investigations against silicon metal from China. On June 3, 2015, Australia issued an affirmative final ruling in this case, determining dumping margins of 18.3%–27.0%, subsidy margins of 6.3%–37.6%, and a provisional combined effective anti-dumping and countervailing duty rate of 12.0%–58.3%.

On September 5, 2019, the Australian Anti-Dumping Commission issued Announcement No. 2019/112, stating that, in response to an application submitted by the domestic company Simcoa Operations Pty Ltd., it had initiated the first sunset review investigation on anti-dumping and countervailing measures against silicon metal imported from China. On May 12, 2020, the Australian Anti-Dumping Commission issued Announcement No. 2020/036, deciding to extend the anti-dumping and countervailing measures on the subject products from China starting from June 4, 2020, and to impose anti-dumping and countervailing duties in the form of ad valorem duties, with a dumping margin of 20.7%, a subsidy margin of 34.8%, and a provisional combined effective anti-dumping and countervailing duty rate of 55.5% for all Chinese exporters.

On July 2, 2024, the Australian Anti-Dumping Commission issued Announcement No. 2024/042, stating that, in response to an application submitted by the domestic company Simcoa Operations Pty Ltd., it had initiated the second sunset review investigation on anti-dumping and countervailing measures against silicon metal imported from China.
