NDRC Releases 2024-2025 Economic Plans Focusing on Capacity Replacement, Energy Efficiency, and Circular Economy

On March 13, the National Development and Reform Commission (NDRC) released a report on the implementation of the 2024 National Economic and Social Development Plan and the draft 2025 National Economic and Social Development Plan. The report stated that in 2024, the implementation measures for capacity replacement in industries such as steel, cement, and glass would be revised to promote the steady phase-out of outdated and inefficient capacity. Special actions for energy conservation and carbon reduction will be carried out in key industries such as steel, refining, ammonia synthesis, cement, aluminum, data centers, and coal power, with the comprehensive energy consumption per unit product of crude steel, aluminum, cement clinker, and flat glass reaching world-leading levels. Efforts will be made to vigorously develop the circular economy, with opinions issued to accelerate the establishment of a waste recycling system and promote the recycling of steel scrap, non-ferrous metal scrap, retired power batteries, construction waste, and other waste materials by category.

Key tasks for 2025: Continue to implement crude steel production control and promote the reduction and restructuring of the steel industry.
