Beijing Releases Draft Regulations on ESS Construction & Operation, Targeting Units ≤10MWh

[Energy Storage Unit Not Exceeding 10MWh! Beijing Energy Storage System Construction and Operation Specifications Open for Comments] On March 12, Beijing's local standard "Electricity ESS Construction and Operation Specifications" was opened for public comments. This document was first released in 2021 and is now undergoing its first revision.

The document was proposed and supervised by the Beijing Municipal Urban Management Committee and is organized for implementation by the same committee. It specifies the requirements for the design, construction, acceptance, operation, maintenance, decommissioning, and emergency handling of electricity ESS. It applies to the construction and operation of compressed air energy storage systems, flywheel energy storage systems, supercapacitor energy storage systems with a rated energy of no less than 5kWh, as well as lithium-ion battery/sodium-ion battery (including solid-state battery) and flow battery energy storage systems with a rated power of no less than 100kW or a rated energy of no less than 100kWh. Other or hybrid types of energy storage systems may refer to these specifications for implementation.
