Three Charges and Three Discharges Possible】On October 14, Heilongjiang Provincial Development and Reform Commission issued relevant measures to further improve the policy of peak-valley time-of-use electricity prices. The document proposes suspending the implementation of peak electricity prices and initiating them at an appropriate time in the future based on the power supply and demand situation. The division of peak and off-peak hours has been adjusted for daily electricity consumption periods, specifically:

Peak Hours: 7:00-8:00, 9:00-11:30, 15:30-20:00;

Off-peak Hours: 12:00-14:00, 23:30-5:30;

The rest are flat hours.

Based on this division, Heilongjiang's energy storage systems can achieve two charges and discharges during off-peak and peak hours throughout the day, and one charge and discharge during flat peak hours, totaling three charges and three discharges.
