【Faster Pace of Issuing New Special Bonds】: According to Wind Information, as of October 9, a total of 1,007 new special bonds have been issued across regions, with a scale of approximately RMB 3,616 billion, accounting for approximately 92.7% of the annual quota (RMB 3,900 billion). From a trend perspective, the issuance of new special bonds has increased significantly since August. Specifically, the issuance volume in September was approximately RMB 1,027.9 billion, breaking through the trillion-yuan mark and setting a new record for monthly issuance volume within the year. The issuance volume of new special bonds in August also reached approximately RMB 796.5 billion, ranking second highest in monthly issuance volume within the year. Zhu Hualei, a senior investment advisor at Jufeng Investment Consulting, said that in the first three quarters of this year, the total issuance of new special bonds across regions was RMB 3,599.3 billion, accounting for 92.3% of the annual issuance quota, indicating a significantly accelerated pace of issuance.
