On August 2, the General Office of the State Council issued a notice on printing and distributing the "Work Plan for Accelerating the Establishment of a Dual Control System for Carbon Emissions," which requires industries such as electrolytic aluminum to develop industry standards or group standards for carbon footprint accounting, and expedite the construction of a national greenhouse gas emission factor database. National standards such as general principles for quantifying product carbon footprints will be formulated and issued, with clear and unified requirements for principles, methods, and data quality of product carbon footprint accounting. Based on the principle of urgency, the focus will be on key products such as electricity, fuel oil, steel, electrolytic aluminum, cement, fertilizers, hydrogen, lime, glass, ethylene, synthetic ammonia, calcium carbide, methanol, coal chemicals, power batteries, photovoltaics, new energy vehicles, electronics, and electrical appliances. Relevant industry associations, enterprises, and research institutions will be organized to formulate and issue industry standards or group standards for product carbon footprint accounting.
