Qingdao, Shandong: Encouraging transition to "source-grid-load-storage" and multi-energy complementarity in energy storage development
Recently, the General Office of the Communist Party of China Qingdao Municipal Committee and the General Office of the People's Government of Qingdao issued a notice on the issuance of the "Outline of the Plan for Building a Beautiful Qingdao (2022-2035)" (hereinafter referred to as the "Outline"). The "Outline" pointed out the need to establish a green and diversified energy system. It also emphasized the steady promotion of the transition of energy consumption "dual control" to carbon emission total and intensity "dual control". It advocated for the rational control of fossil energy consumption, the promotion of clean and efficient use of coal, and the continuous reduction of coal consumption for power generation and heating. The document also mentioned the active and prudent development of offshore wind power, as well as the promotion of pilot projects for the construction of distributed photovoltaic systems. The "Outline" encourages the transition to the "source-grid-load-storage" and multi-energy complementarity in the development of energy storage. By 2035, the proportion of non-fossil energy consumption in the city is expected to reach more than 23%.
