On November 29, the Shanghai Development and Reform Commission and four other departments issued the "Several Opinions on Promoting the High-Quality Development of Photovoltaic in New Residential Buildings", which will be implemented from December 10, 2023.

The "Opinions" propose that the main goal is to align with Shanghai's "dual carbon" strategy and energy planning. From 2023 to 2025, the scale of photovoltaics in new residential buildings in the city will exceed 100,000 kilowatts. From 2026 to 2035, efforts will be made to promote the demonstration and large-scale, market-oriented application of integrated photovoltaic buildings such as photovoltaic films and photovoltaic curtain walls, with the scale of photovoltaics in new residential buildings in the city exceeding 500,000 kilowatts.
