Lithium, chrome and silica dominated the case register, according to MMCZ's inaugural Mineral Resource Accounting and Surveillance Market Update. The single largest item was a 1,500-tonne chrome concentrate stockpile in Darwendale, placed under embargo while investigations continue, accounting for more than half of all tonnage flagged across the review period. The remaining cases covered 1,154.88 tonnes. MMCZ General Manager Dr. Nomusa Jane Moyo said the offences detected included movement without valid documentation, misuse or falsification of export papers, cargo misdeclaration, and attempted movement of unbeneficiated mineral ore. Critical minerals have become a particular focus of the corporation's surveillance efforts, in line with government policy on beneficiation and tighter controls on unprocessed mineral exports. Most cases were recorded at border points, reflecting the deployment of a permanent Mineral Resource Accounting Inspectorate at border posts, a capability MMCZ previously lacked, with inspectors now physically verifying cargo, inspecting consignments and collecting samples where technical confirmation is required. Enforcement has been increasingly intelligence-led, drawing on cooperation between MMCZ and Zimbabwe's Criminal Investigation Department Minerals, Flora and Fauna Unit, police intelligence, the Zimbabwe Revenue Authority, and the Zimbabwe Anti-Corruption Commission. Outcomes recorded during the period include arrests, court appearances, fines, forfeiture of mineral ore to the state, impoundment of consignments, and the return of undocumented minerals to their source. Dr. Moyo said the corporation is maintaining a zero-tolerance approach to illegal mineral exports and will continue tightening its surveillance regime through border inspections, mine-level monitoring, sampling and joint enforcement operations, with the objective of ensuring Zimbabwe can account for its mineral resources from source to market in compliance with national beneficiation policy.

A 12.5% US forced-labor tariff on South African goods took effect on July 24, 2026, and unlike finished steel products, ferrochrome received no exclusion from the levy. Finished steel benefits from an exemption tied to existing Section 232 steel duties, but ferrochrome, classified as an alloy input rather than a finished steel article, has never fallen under that programme, leaving it fully exposed to the new tariff.
