National Energy Administration: it is proposed to stipulate that, in principle, no new large-scale power battery cascade energy storage projects shall be built.

SMM, June 23: 22, in order to implement the overall arrangements of the CPC Central Committee and the State Council on carbon peak and carbon neutralization, promote the active, steady, healthy and orderly development of new energy storage, support the construction of a new power system with new energy as the main body, and speed up the construction of a clean, low-carbon, safe and efficient energy system. The National Energy Administration has openly solicited opinions from the public on the "Code for the Management of New Energy Storage projects (interim) (draft for soliciting opinions)". The draft for soliciting opinions points out that new energy storage projects should adhere to the principles of safety first, tolerance and prudence, including administrative management, quality management and safety supervision in planning and guidance, record-keeping and construction, grid-connected operation, inspection and supervision.

Not only that, the relevant units of the new energy storage project should strictly implement project safety, fire protection, environmental protection and other management procedures, and implement safety responsibilities. Before the key breakthrough of battery consistency management technology and the improvement of power battery performance testing and evaluation system, in principle, large-scale power battery echelon utilization energy storage projects shall not be built. The power battery energy storage projects that have been completed and put into operation should regularly evaluate the battery performance, strengthen monitoring and supervision.

It is reported that the consultation will take place from June 22, 2021 to July 22, 2021.
