According to the document, the Anyang Municipal Environmental pollution Prevention and Control Command has decided to implement light and moderate air pollution control measures for some industrial enterprises, motor vehicles, catering fumes, construction sites, and so on, from 20:00 on June 16 to 24:00 on June 30. According to the notice, in June last year, Anyang City lost 26 fine days due to excessive ozone. According to the research and analysis of ambient air quality, the precipitation in Anyang City in June this year will be less than usual, the weather will be high and dry in the second half of this year, and ozone pollution will become more and more serious. At the same time, due to the lack of effective precipitation, it is extremely easy to cause dust pollution. In order to improve air quality, therefore, scientific control is implemented.
Among them, the iron and steel industry:
1. Anyang Iron and Steel Group Co., Ltd.: only 1 500 sintering machines are allowed to produce normally, 2 sintering machines stop production 24 hours a day, or the average daily online emission during the control period does not exceed 5 tons. 2. Heya New Iron and Steel Co., Ltd.: 2 sintering machines are out of production 24 hours a day. 3. Anyang Yongxing Iron and Steel Co., Ltd., Shagang Group: 132 sintering machines stop production 24 hours a day; 180 sintering machines stop production for 8 hours a day from 0: 00 to 8: 00 a day. 4. Anyang Xinjin Iron and Steel Co., Ltd.: a sintering machine is out of production 24 hours a day. 5. Anyang Group Yongtong Nodular cast Steel Pipe Co., Ltd.: one sintering machine stops production 24 hours a day, and one sintering machine stops production for 12 hours from 22:00 to 10:00 the next day. 6. Anyang Yuhe Yongtong pellet Co., Ltd.: limited production limit 50%. 7. Anyang Xinyuan Iron and Steel Co., Ltd., Anyang Huacheng Bosheng Iron and Steel Co., Ltd.: sintering machine stop production 24 hours a day. 8. Anyang Group Cold Rolling Co., Ltd.: only one production line is allowed to produce. 9. Linzhou iron and steel enterprises take control measures and report them to the city headquarters according to the local air quality and the actual situation.
Cement industry: 1, in addition to Anyang Hubo Clinker Co., Ltd., Anyang Zhonglian cement Co., Ltd., other cement clinker enterprises: June 30, 2019 to continue to carry out the wrong peak stop production; 2, all cement grinding stations in the no-burning zone stop production; 3, the concrete mixing plant in the no-burning zone stops the transportation of raw materials. It is understood that if the supervision finds that the industrial enterprises have not implemented the management measures as required, they will all stop work for 15 days.
Motor vehicle management measures:
1. Fuel and gas transport vehicles with national standards III and below shall be prohibited in the no-burning zone, and the bypass measures for heavy trucks and goods vehicles shall continue to be implemented. 2. Enterprises in the no-burning zone suspend heavy truck transportation operations from 0: 00 to 10:00 every day. At the same time, special rectification actions will be carried out to crack down on "black slag earth vehicles" that have not gone through the formalities of transport approval to engage in transport activities, especially for illegal vehicles such as foreign license plates and "first four and last eight" with relatively large loads, "one vehicle to be found, one to be detained, and one to be punished", to be fined for scrapping and assembling slag and earth vehicles, to seize vehicles, to forcibly scrap them, and to severely punish motor vehicle drivers in accordance with the law. Constantly purify the market management order of slag and soil clearance and transportation.
