It is necessary to strengthen the support of the real economy and accelerate the construction of a green and modern industrial system. We will pursue high-end, green, and intensive development, accelerate the green and low-carbon transformation of traditional industries, vigorously foster green and low-carbon strategic emerging industries, and deepen industrialization and digitalization. We will build a waste recycling system, accelerate energy conservation and carbon reduction in key areas, and promote the transformation of the heavy chemical industry, research and development of low-carbon technologies, and innovation in mechanisms for green development.
