The people's Government of Quzhou City, Zhejiang Province announced the Circular on Printing and issuing the Action Plan for the implementation of the six Industrial chain upgrading projects in Quzhou City (2020-2025) (hereinafter referred to as "the notice").
The notice points out that Quzhou will focus on six major industrial chains: integrated circuits, new materials, new energy, intelligent equipment, life and health, and special paper.
Integrated circuit industry chain
We will break through the key technologies such as the new generation of information technology, advanced semiconductor chips and materials, and cultivate and develop industrial software, embedded software, smart city application software and information technology service industries. We will give priority to the layout of high-end storage and the third-generation compound semiconductor industry, actively develop new types of sensors and silicon wafers for large-size integrated circuits, and strive to make up for the shortcomings of integrated circuit design, manufacturing, packaging and testing industries, improve the integrated circuit manufacturing industry chain, and create a provincial integrated circuit material industry base with important influence in China. By 2025, the total annual output value of enterprises in the integrated circuit industry chain will exceed 20 billion yuan.
New material industry chain
Focus on three key areas: high-performance fluorosilicon new materials, high-end electronic chemical materials and power battery materials. Expand and strengthen key products such as fluorine-containing special monomers, fluoropolymers, fluorine-containing fine chemicals, new-generation refrigerants, new fire-extinguishing agents, high-performance organosilicon, integrated circuit-grade wet electronic chemicals, high-purity electronic gas, cobalt materials, ternary precursors and ternary cathode materials, electrolytes and additives, special engineering plastics materials, etc., To create a new material advanced manufacturing cluster with international and domestic leading and remarkable industrial cluster benefits. By 2025, the total annual output value of enterprises in the new material industry chain will reach 100 billion yuan.
Intelligent equipment industry chain
Promote the intelligent upgrading of intelligent manufacturing units and equipment around key industrial areas such as drones, industrial robots, sensors, rail transit equipment, aerodynamic and engineering tunneling machinery, intelligent power transmission and distribution equipment, break through the key common technologies of intelligent manufacturing, and build a well-known domestic intelligent equipment industry base. By 2025, the total annual output value of enterprises in the intelligent equipment industry chain will exceed 40 billion yuan.
The "Circular" points out that every effort will be made to promote the construction of a number of major projects, such as the Zhejiang Times Lithium New Materials International Cooperation Park and Jin Ruihong Phase II silicon wafers for integrated circuits. We will implement key projects for industrial foundation reengineering and industrial chain upgrading, attract a number of strong industrial chain projects, and implement a number of benchmarking projects for the transformation of manufacturing methods.
Quzhou should deepen cooperation in integrated circuits, new materials, new energy and other industries with neighboring countries and regions such as Japan and South Korea, and support enterprises in overseas mergers and acquisitions and international cooperation.
The notice mentions that Quzhou should deepen cooperation with Zhejiang University, University of Electronic Science and Technology, Quzhou University, and other institutions of higher learning to tackle key technologies in the industrial chain and the technology of disconnection and supply. At a high level, we will promote the construction of various new innovation platforms, such as the Southeast Institute of Digital economy, the Quzhou "two Academies" of Zhejiang University, the Yangtze River Delta Research Institute of the University of Electronic Science and Technology (Quzhou), and the provincial industrial innovation service complex, and promote key core technologies. We will further promote key research models such as "uncovering the list" and "horse racing", and speed up the development of new technologies, new products and the transformation of innovative achievements.
In addition, in terms of the promotion and application of new technologies and new products, Quzhou City was "notified" to implement the first set upgrading project in the manufacturing industry, and to identify and cultivate a number of first sets of products to solve the problem of "sticking neck". We will formulate a catalogue for the promotion of new products, new materials and new equipment in the iconic industrial chain, and take the lead in pilot, application and promotion in the city area. Innovative selection incentives, the application of incentives, due diligence and other mechanisms to implement tendering and bidding and government procurement support policies. By 2025, more than 50 new sets of products will be added.
