On March 25, the people's Government of Hunan Province issued the 14th five-year Plan for National Economic and Social Development of Hunan Province and the outline of long-term goals for the year 2035 (hereinafter referred to as the outline).

The outline points out that Hunan will build an important highland of the country's advanced manufacturing industry, take the advanced manufacturing industry as the main direction, and implement "eight major projects" such as the doubling of the advanced equipment manufacturing industry. by 2025, the proportion of the manufacturing industry in the regional GDP is higher than the national average, and the quality, efficiency and innovation capability of the manufacturing industry have reached the national advanced level.

It includes accelerating the development of advanced manufacturing industry, improving the independent controllable ability of industrial chain supply chain, cultivating industrial ecology and promoting the development of digital economy.

In terms of speeding up the development of advanced manufacturing industries, Hunan will grow into a number of domestic first-class advantageous industries. Focus on the development of electronic information, advanced materials, smart and new energy vehicles, bio-textile, intelligent equipment and other industries, build a domestic first-class and important production base, and form a new competitive advantage in the national industry. Focusing on 5G and other new information technologies, speed up the research and application of core chips, autonomous controllable operating systems, and high-end servers, promote the iterative upgrading of competitive system and Kunpeng system technology, promote the industrialization of 5G radio frequency devices, communication modules, IPv6 network equipment and other characteristic technology products, and speed up the development of high-definition display devices and medium-and high-end intelligent terminal products. Build the domestic advanced electronic information industry base and the national important new generation network equipment production base. Strengthen artificial intelligence, advanced sensor and other industries, and strive to build a national advanced intelligent manufacturing equipment base. We will speed up the upgrading and transformation of traditional industries and consolidate and enhance the advantages of existing industries.

At the same time, Hunan will also make great efforts to cultivate emerging and future industries. We will implement a project to cultivate strategic emerging industries, actively promote the development of a new generation of semiconductors, biotechnology, green environmental protection, new energy, and high-end equipment, and build a number of new engines for industrial development. We will promote the research and development and industrialization of complete sets of equipment for the key core of semiconductors, speed up the industrialization of 6-inch silicon carbide materials and chips, and medium and low-voltage power semiconductors, and build the largest production base of silicon carbide industry chain in the country. establish a national regional center for semiconductor equipment manufacturing. We will grasp the trend of industrial change and technological revolution, lay out future industries in advance, and actively promote innovation and development in the fields of quantum information, 6G technology, brain-like intelligence, and so on.

In promoting the development of digital economy, Hunan will promote digital industrialization. We will promote the development of artificial intelligence, integrated circuits, 5G applications, big data, cloud computing, software services and Internet industries, and build a national digital economy innovation leading area, industrial agglomeration area and application leading area.

The outline also shows that it is necessary to promote the construction of a new type of infrastructure and speed up the construction of a new generation of information infrastructure. We will build a high-level 5G and fixed-line "double gigabit" broadband network, expand the scale of 5G stations, and achieve 5G continuous coverage in all cities and cities in Hunan Province, with deep coverage in key urban areas, industrial parks and some industrial and mining areas. We will thoroughly implement the large-scale deployment of IPv6, and build domain name root mirror servers and national top-level domain name resolution nodes. Create first-class artificial intelligence computing facilities, improve the efficiency of the use of computing power and the original innovation ability of algorithms, and upgrade the national supercomputing Changsha center.

Hunan will also improve the construction of integrated infrastructure. Relying on the E-class prototype system, we will develop a new generation of high-performance computer systems in Tianhe, strengthen the construction of quantum computing laboratories, plan to build Synchronize radiation sources and P3 laboratories, and create a first-class scientific infrastructure group. We will promote the creation of a new generation of artificial intelligence innovation and development pilot zone in Changsha and create a cluster of source innovation facilities.
