SMM: in order to deeply implement the spirit of General Secretary Xi Jinping's important instructions on the development of the rare earth industry, give full play to the special value of rare earths as an important non-renewable strategic resource, and speed up the high-quality development of the rare earth industry in our province, with the consent of the provincial government, this implementation opinion has been formulated. I. overall requirements (1) guiding ideology. Under the guidance of Xi Jinping's thought of socialism with Chinese characteristics in the new era, deeply implement the spirit of General Secretary Xi Jinping's important speech on inspection of Jiangxi, adhere to the new concept of development, and take supply-side structural reform as the main line, further strengthen strategic thinking, deepen innovation and guidance, strengthen ecological environment protection, standardize market order, and constantly enhance the basic capacity of the rare earth industry. Efforts should be made to build a strong province with strong innovative strength, high cluster level, excellent supporting capacity, good ecological environment protection and international competitiveness, so as to promote the high-quality and leapfrog development of the province's economy. (2) basic principles. Adhere to the guidance of innovation and optimize the supply structure. Focus on the national strategic demand, deploy the innovation chain around the rare earth industry chain, strive to make up for the technical shortcomings, improve the level of supply chain and value chain, and promote the optimization of supply structure and capacity. Adhere to integration and promotion, strengthen advanced manufacturing. We will vigorously promote the use of intelligent manufacturing technologies such as the Internet, big data, artificial intelligence and blockchain, promote new breakthroughs in important areas and key links of the rare earth industry, and continue to consolidate the advantages of advanced rare earth manufacturing. Adhere to agglomeration cluster, improve the level of application. Strengthen the integration of resources and optimize the layout, and speed up the cultivation of advanced manufacturing clusters of new rare earth materials. We will actively implement the "rare earth +" strategy and constantly expand the emerging application fields of rare earths. Adhere to green development and ensure the advantages of resources. We should do a good job in the protective development of rare earth resources, actively popularize and apply green and efficient technology and equipment, and orderly promote the ecological restoration and treatment of waste rare earth mines, the balanced utilization of elements, and the reduction and optimization of secondary resource recovery and utilization. (3) Development objectives. By 2023, the innovation and development ability and green development ability of rare earth industry in the province will reach the domestic leading and international first-class level, and its position in the global rare earth industry division of labor and value chain will be further consolidated and promoted. The rare earth industry has maintained steady growth on the whole, and the growth of some key areas has been accelerated. The output value of new rare earth materials and devices has reached more than 30%, forming 1-2 billion enterprises with an industrial scale of more than 100 billion yuan. The R & D investment continues to increase, with the addition of 2-3 national scientific research and innovation platforms, the pace of new product development and new technology popularization and application has been accelerated, and the technical level of resource development and utilization has been continuously improved. China's dilute gold valley has become a medium and heavy rare earth innovation center and high-tech industry gathering area with domestic status and international influence. II. Adhere to green development. Reduce the inefficient and ineffective production capacity of the rare earth industry, build regional rare earth radioactive waste treatment and disposal facilities, optimize the total production control index, and improve the conversion rate of raw materials. Support South China rare Earth Group to further improve the new technology of efficient green mining and extraction of ionic rare earth, develop and utilize portable and integrated equipment for exploration and mining of ionic rare earth mines, and strictly fulfill the main responsibility of ecological restoration of mining rights. We will support enterprises in the recovery and utilization of rare earth resources to carry out technological transformation, upgrading, merger and reorganization. We will conscientiously do a good job in the admittance management of the re-development and utilization of polluted land and the environmental risk control of not developing and utilizing polluted land for the time being. Accelerate transformation and upgrading. We will vigorously develop high-performance rare earth permanent magnets, luminescent, hydrogen storage and other materials and special alloy materials, and actively cultivate the application of rare earths, especially medium and heavy rare earths, in aerospace, rail transit and other fields. Focus on promoting the integration of rare earth magnetic materials-permanent magnet motor-rare earth energy-saving equipment, rare earth alloy materials-automobile and aerospace parts and other deep processing and application industry. Support the province's powerful enterprises to develop rare earth copper, rare earth steel and other special alloy materials. For major projects in the field of rare earth industry, priority shall be given to reporting relevant special projects in the central budget. Cultivate leading enterprises. We will support the development of superior enterprises in rare earth permanent magnets, catalysts, ceramics and other subdivided fields, build 2-3 rare earth deep processing leading enterprises, and focus on cultivating a number of new rare earth materials, terminal application "single champion" and "unicorn" enterprises. We will support the creation of platforms such as China sparse Gold (Ganzhou) New Materials Research Institute, overseas students Entrepreneurship Park, and Big data Center, and speed up the construction of a "sparse gold family city" that integrates the four major functions of collaborative innovation, industrial services, business incubation, and ecological residence. Financial institutions are encouraged to innovate and launch credit products and services that meet the development needs of China's rarefied valley. We will support the construction of Ganzhou rare Metal Exchange and rare Metal Trading Center, and strive to build a national rare earth trading center. We will support rare earth metal smelters in China's rare gold valleys to participate in direct electricity transactions and reduce the cost of electricity consumption. We will speed up the establishment of technical standards and norms for the exploration and exploitation of ionic rare earth mines and other resources, support Ganzhou City in issuing standards for the construction of ionic rare earth green mines, and incorporate them into the local standard project for the construction of ecological civilization in the whole province. We will strengthen intellectual property protection, speed up the improvement of the rare earth patent system, support rare earth enterprises in the province to join patent alliances, improve the product quality of the rare earth industry, and cultivate a number of well-known rare earth brands. Rare earth enterprises that have received the first batch of insurance compensation for new national materials in the current year shall give priority to supporting the declaration of the special project for industrial transformation and upgrading at the provincial level.
