In order to further strengthen the control level of pollutant discharge in our region and minimize pollutant discharge, according to the unified deployment of the municipal government and in combination with the reality of our region, the regional government has decided to carry out key actions to reduce SO2, NO2, and CO pollution reduction in the whole region. The special programmes are as follows:

(1) strengthening emission reduction by key industrial enterprises
1. Steel industry. Xinbaotai Iron and Steel Co., Ltd., Tianzhu Iron and Steel Co., Ltd., blast furnace, sintering machine, shaft furnace limited production by 50%, The specific production limiting equipment is: Xinbaotai Iron and Steel Co., Ltd. 2 ≤ 630 blast furnace and 2 #, 3 # sintering machine and 1 ≤ 10 square meter shaft furnace stopped production during this period. 1 ≤ 450 cubic meters blast furnace, 4 ≤ 1080 cubic meters blast furnace, 1 ≤ 210 square meters sintering, 2 ≤ 10 square meters shaft furnace normal production; Tianzhu Iron and Steel Co., Ltd. stopped production of 2 ≤ 630 cubic meters blast furnace, 2 ≤ 208 square meters sintering machine, 3 ≤ 108 square meters sintering machine and 2 ≤ 12 square meters shaft furnace. 1 million 800 cubic meters of blast furnace, 3 million 800 cubic meters of blast furnace, 4 million 1080 cubic meters of blast furnace and 1 million 320 square meters of sintering machine, 3 million 108 square meters of sintering machine, 1 million 12 square meters of shaft furnace normal production. The lime kilns of the two enterprises are all out of production.
The carbon oxide emission concentration at the head of the sintering machine in normal production shall not exceed 6000 mg / m3, and if it is found that the average hourly concentration exceeds the emission limit, the corresponding sintering machine shall be suspended for 24 hours. If the average hourly concentration exceeds the emission limit multiple times in a day, the cumulative shutdown penalty shall be imposed.
2. thermoelectric enterprises. Datang Fengrun thermoelectric pressure reduction production load by 50%.
3. cement enterprises. Cement enterprises (including grinding stations, mineral powder enterprises) from July 20 to August 31 stop production. In view of the fact that the three production lines of Wang Guanyin production base of Jidong cement Co., Ltd. are responsible for the sludge disposal task of Tangshan related sewage treatment plant, two production lines are allowed to be used to dispose of sludge, and one production line is shut down.
3. ceramic enterprises that use all kinds of gas kilns are out of production.
4. steel rolling, casting, independent lime kiln, shale brick factory, stone crushing enterprise stopped production.
5. related to VOCs enterprises. The process involving VOCs is discontinued (China Railway Tangshan Locomotive and Rolling Stock Company is exempted from the shutdown and must steadily meet the emission standards).
6. all scrap crushing enterprises are out of production.
(2) strengthening the control and control of heavy vehicles
Iron and steel, cement, thermoelectric and other key vehicle enterprises, the implementation of vehicle transport restrictions of 50% measures. The district transportation bureau shall be responsible, and the number of trucks entering and leaving the factory area shall be taken as the base number of key vehicle enterprises in June 2018, and the ninth unit of the joint traffic police and the district environmental protection sub-bureau shall carry out joint law enforcement on a daily basis and monitor the number of freight vehicles entering and leaving the factory area. We will ensure that 50 percent of the traffic restrictions are in place, and at the same time increase the supervision of overloading, bulk drifting, and exhaust gas exceeding the standard.
(3) consolidating the effectiveness of dust control
1. during the period of tackling key problems, strengthen the supervision and control of mining enterprises that stop production, and those who find unauthorized production in violation of the law shall be given a heavier punishment and shall no longer be included in the scope of acceptance and resumption of production.
2. if a carpet inspection is carried out on the construction site and it is found that the "six hundred percent" has not been reached, the punishment shall be severely imposed and all work shall be suspended and rectified.
(4) strengthening law enforcement and supervision
1. strengthen the supervision and inspection of stationed enterprises. The District Bureau of Industry and Information Technology shall supervise the personnel stationed in the enterprise, strengthen the supervision of key enterprises, and ensure that the enterprise stops and limits production in place as required. We will conscientiously implement the instructions issued by the Municipal Bureau of Industry and Information Technology and report the verification results to the district government and the Office of the leading Group for Inspection and Supervision of the Municipal Environmental Protection resident Enterprises in a timely manner.
2. strengthen the supervision of key enterprises. The district government will, through electricity supervision and other means, forcibly shut down power and shut down enterprises that have not implemented the shutdown, and, in due course, employ third-party monitoring agencies to carry out key monitoring, and severely crack down on illegal data fraud by imposing high penalties in accordance with the law if the data exceed the standard. Transportation, traffic police, environmental protection and other departments should concentrate their efforts and time, squat 24 hours a day, supervise enterprises to strictly implement traffic restrictions, and severely punish the failure to implement control instructions and the problem of freight vehicles overloading, transportation drifting, and exhaust gas exceeding the standard.
3. strengthen the law enforcement around the monitoring points in urban areas. The district urban management law enforcement bureau, the district environmental protection sub-bureau, the district transportation bureau, the district commercial bureau, and other departments should highlight key periods and key parts. We will strengthen daily inspections and law enforcement inspections of barbecues, the use of coal combustion, painting, iron processing, waste acquisition and stacking, and garbage incineration around the three air monitoring stations in urban areas, and carry out targeted attacks. The special task force on ecological and environmental protection should strengthen the supervision and inspection of the work of the relevant departments, and at the same time carry out direct law enforcement at key pollution source points.
(5) widening the channels of reporting and strengthening the supervision of the masses
All townships, streets, and departments with environmental protection functions should accept the supervision of the masses through their own unit reporting telephones, WeChat, and other forms, promptly verify the problems reported by the masses, seriously deal with what is verified, and never be lenient. Those falling within the jurisdiction of other departments shall be handed over to other departments in a timely manner.
III. safeguards
1. strengthening organizational leadership. A leading group for tackling key operations shall be set up, headed by the secretary of the district party committee, the head of the district government, and the deputy chief in charge of the district government. the leading group shall set up a headquarters under the leading group, which shall be located in the district environmental protection sub-bureau, and shall be responsible for coordinating and grasping various control measures as a whole to ensure the effectiveness of emission reduction.
2. strict management and heavy punishment in accordance with the law. During the key operations, where it is found that the enterprises that have not been implemented in place in accordance with the requirements of control and control have been suspended indefinitely, the public security organs shall carry out administrative detention of the relevant responsible personnel of the enterprises and construction sites; The relevant regulatory authorities shall impose high penalties on the enterprise and the construction site in accordance with the law, and shall no longer accept the project examination and approval matters related to the enterprise or the construction site.
3. serious accountability. During the key operation, if it is found that the responsibility of the personnel of the local government and the relevant departments is not implemented or the supervision is not in place, the department of the discipline Inspection Commission shall hold the relevant responsible personnel accountable; the monthly score of the District Ecological Office shall be deducted according to the number of questions of the responsible units; Propaganda departments should publicize and report on key operations through television, newspapers, the Internet, and other channels, and expose the discovery of problems throughout the region.
