[PV: Italy Allocates 30 MW Quota for Floating PV in Latest FER2 Tender]

Published: Apr 21, 2026 09:18
April 21, 2026, Italy's Ministry of Environment and Energy Security (MASE) has announced a 30 MW allocation for floating photovoltaic systems on inland waters, part of the upcoming FER2 renewable energy tender scheduled for June 8. The FER2 mechanism incentivizes innovative and high-cost renewable technologies. Following a disappointing first round in July 2025, where only 900 kW was selected against a 50 MW target—and major projects were rejected—the ministry has reduced the allocated capacity. The tender maintains ceiling tariffs of €0.090/kWh for systems between 1 kW and 300 kW, and €0.0728/kWh for systems above 1 MW.

According to SMM, affected by the international situation, crude oil prices remained at elevated levels, and cost support for EVA resin producers persisted. Currently, the spot price of PV-grade EVA resin fluctuated around 13,000 yuan/mt. However, downstream demand overall remained relatively subdued, with sluggish transactions. Some enterprises also reduced their supply to the PV market due to uncertainties surrounding the war situation and market volatility, shifting their focus to the foaming and cable markets instead. Looking ahead, module production schedule demand is expected to show a recovering trend from late April to May, with some orders to be released. The overall market is projected to present a weak recovery, with cautious market sentiment and a predominantly wait-and-see approach.

April 21, 2026, the Philippines continues to scale its solar infrastructure with several major projects. The 197 MW Citicore Solar Batangas 1 project, paired with 320 MWh of storage, is already operational. ACEN’s 585 MW SanMar project in Zambales has brought its first two phases (384 MW) online, with full completion expected in 2027. Additionally, the massive Terra Solar project achieved grid synchronization in February, marking a critical step toward its 3.5 GW solar and 4.5 GWh storage capacity. With plans for GEA-7 focused on ground-mounted, rooftop, and floating systems, the country is rapidly accelerating its renewable energy deployment to meet 2035 targets.

April 21, 2026, IRENA’s Renewable Capacity Statistics 2026 report indicates that the Philippines installed 899 MW of solar in 2025, bringing the cumulative capacity to 3,892 MW by the end of the year. While ground-mounted projects dominate, the market is expanding through the Department of Energy’s (DOE) Green Energy Auction (GEA) program and a growing commercial and industrial segment. Analysts note that further growth is expected in 2026 as the country works toward a target of procuring an additional 25 GW of renewables by 2035, supported by policy improvements like streamlining net-metering processes.
