Brazil Proposes State-Owned Rare Earth Enterprise, Aiming to Boost Global Mineral Cooperation

[SMM Rare Earth News Brief] A Brazilian legislator submitted a bill proposing the establishment of a state-owned rare earth and critical minerals enterprise, "Terrabras" (Terrabras), focusing on mineral research, exploration, and commercialization. The enterprise would operate modeled after Petrobras, with a capital structure that could incorporate private enterprises, development banks, and sovereign funds, while the federal government would hold a minimum stake to ensure control. The proposal requires congressional approval. Brazil possesses the world's largest rare earth reserves outside of China and is becoming a global hot topic for rare earth cooperation.

Reverse circulation drilling at the project intersected broad near-surface rare earth mineralization across a 1.7 × 1.2 kilometer area, with peak total rare earth oxide grades exceeding 2% and heavy rare earth oxides contributing an average of 28%. This acquisition gives the company full ownership of titanium, uranium, vanadium, lithium, and heavy rare earth assets in a Tier 1 jurisdiction in North America.

[SMM Rare Earth News Flash] Ningbo Yunsheng released its 2025 annual performance report. Full-year revenue reached 5.464 billion yuan, up 8.39% YoY; net profit was 331 million yuan, up 247.95% YoY significantly; non-recurring net profit was 279 million yuan, up 185.27%. The company's NdFeB permanent magnet materials finished product sales volume reached 14,197 mt, up 10.29% YoY. Among them, sales revenue of NdFeB permanent magnet materials supplied in the form of magnetic material assemblies was 705 million yuan, up 59.69% YoY.
