L'État indien d'Odisha, premier producteur minier du pays et source majeure de minerai de chromite, fait face à un risque de perturbation du transport des minéraux après que les partis d'opposition ont annoncé des projets de blocus économiques en réponse à la loi modificative de 2026 sur les mines et les minéraux (développement et réglementation). Le Biju Janata Dal (BJD), principal parti d'opposition de l'Odisha, a organisé une manifestation publique à Bhubaneswar le 28 septembre et a déclaré qu'il lancerait une campagne au niveau des districts, suivie d'un blocus économique interrompant le transport des minéraux, si la loi modifiée n'était pas retirée. Le parti du Congrès a annoncé séparément un blocus économique de sept jours et une fermeture à l'échelle de l'État prévus après la fête de Dussehra, appelant à l'arrêt de l'exploitation minière, de l'extraction et du transport des minéraux pendant cette période. Le point de désaccord porte sur la répartition de l'autorité fiscale sur les droits miniers entre les États et le gouvernement central. À la suite d'un arrêt de la Cour suprême de 2024 qui a confirmé le pouvoir des États de taxer les droits miniers et les terrains contenant des minéraux, les sommes dues étant payables en plusieurs versements à partir d'avril 2026, les partis d'opposition de l'Odisha affirment que la loi MMDR nouvellement modifiée altère ce cadre attendu et pourrait réduire les recettes fiscales de l'État liées aux minéraux. Un député du BJD a estimé que l'État pourrait perdre environ 12 000 crores de roupies par an en recettes liées aux minéraux, avec un manque à gagner supplémentaire potentiel dépassant 1 000 milliards de roupies au titre des arriérés que l'État s'attendait à recouvrer. Les recettes minières de l'Odisha ont atteint 51 127 crores de roupies au cours de l'exercice 2025-2026, représentant environ 75 à 80 % des recettes non fiscales propres de l'État, contre un objectif d'environ 53 000 crores de roupies pour 2026-2027. Pour le marché du chrome, la pertinence réside dans la position de l'Odisha en tant qu'État producteur de chromite dominant en Inde. Selon la Direction des mines de l'État, l'Odisha a produit 474,17 millions de tonnes de minéraux en 2024-2025, soit environ 43,7 % de la production totale de minéraux majeurs de l'Inde, dont 3,19 millions de tonnes de chromite. La vallée de Sukinda, dans l'État, abrite une part importante des réserves indiennes de chromite et accueille les mines captives de minerai de chrome d'Indian Metals & Ferro Alloys (IMFA) ainsi que ses unités de fusion de ferrochrome à Therubali, Choudwar et Kalinganagar, site de l'expansion de capacité en cours d'IMFA. Si les blocus annoncés se concrétisent et s'étendent au transport des minéraux comme prévu, le mouvement du minerai de chrome et la production de ferrochrome en Odisha pourraient être perturbés, ajoutant une nouvelle source d'incertitude sur l'offre pour le secteur indien du ferrochrome à un moment où la capacité nationale est en pleine expansion. Aucune date n'a été confirmée quant au début éventuel d'un blocus, au-delà de la période post-Dussehra évoquée par le Congrès.
