On December 8, the Department of Industry and Information Technology of Henan Province issued a notice on issuing the detailed rules for the implementation of capacity replacement in the iron and steel, electrolytic aluminum and cement glass industries in Henan Province (for trial implementation). The notice includes the detailed rules for the implementation of capacity replacement in Henan Iron and Steel Industry (trial), the rules for the implementation of capacity replacement in Henan Electrolytic Aluminum Industry (for trial implementation), and the detailed rules for the implementation of capacity replacement in Henan cement Glass Industry (for trial implementation).
In the detailed rules for the implementation of capacity replacement in Henan Iron and Steel Industry (for trial implementation), it is pointed out that these rules are applicable to the construction of ironmaking and steelmaking equipment in iron and steel enterprises of all forms of ownership in Henan Province. the construction and smelting projects of iron and steel enterprises shall announce the plan of capacity replacement in accordance with the procedures, and the withdrawal of ironmaking and steelmaking equipment transferred across regions shall announce the transfer of production capacity in accordance with the procedures. The construction of ironmaking and steelmaking capacity must be replaced respectively. It is forbidden to increase the total steel production capacity in key areas for the prevention and control of air pollution.
Equal replacement can be implemented in the following five situations:
(1) the enterprise withdraws from the converter construction of the electric furnace and also withdraws from the steelmaking capacity of the supporting equipment projects such as sintering, coke oven, blast furnace and so on.
(2) the withdrawal and construction of smelting equipment are all electric furnace projects.
(3) Technical transformation projects within the plant area that do not change the type, capacity (volume) and quantity of smelting equipment.
(4) to withdraw from supporting sintering, coke ovens, blast furnaces and other equipment to build ironmaking capacity for hydrogen metallurgy and non-blast furnace ironmaking projects such as Corex, Finex, HIsmelt, etc.
(5) the steelmaking capacity of stainless steel produced by rotary kiln-ore reheating furnace-AOD furnace process.
In the detailed rules for the implementation of capacity replacement in Henan Electrolytic Aluminum Industry (for trial implementation), it is pointed out that for all construction projects including the production of molten aluminum and aluminum ingots in the electrolysis process, the capacity replacement index of electrolytic aluminum should be obtained by means of merger and reorganization, capacity transfer within the enterprise group with the same actual controller and capacity index transaction, formulate a capacity replacement plan, and implement equal or reduced capacity replacement.
The electrolytic aluminum construction project enterprise shall, in accordance with the requirements of these rules, formulate a capacity replacement plan and apply to the competent department of industry and information technology at the municipal level where it is located, and a notice of production capacity transfer shall be attached to the implementation of capacity replacement through capacity index transactions.
