In order to implement the central decision and deployment, speed up the establishment of a housing system of multi-subject supply, multi-channel security, and simultaneous rent and purchase, and ensure the basic housing needs of citizens, on the basis of summing up and drawing lessons from the practical experience of various places and combining the reality of Hangzhou, the Hangzhou Housing and Security Administration drafted the Hangzhou measures for Housing Management for the guarantee of Common property Rights (draft for soliciting opinions) (hereinafter referred to as the "measures"). Starting from today, we will openly solicit opinions on the website of the Hangzhou Municipal Government.

There are 41 articles in the full text of the measures, which standardize the concept definition, application conditions, price and ownership of housing guaranteed by common property rights, and clarify the requirements of construction, supply, use, withdrawal, supervision and management.

The "measures" clearly define the concept of common property rights security housing. The common property right guarantee housing refers to the policy provided by the government, the development and construction of the construction unit, the limited area, the sale price, the right of use and disposal, and the supply of non-urban household registration for qualified urban household registration and stable employment, the implementation of indemnificatory housing with shared property rights between the government and home buyers. In addition, the measures also make it clear that the purchase of common property rights ensures that housing enjoys the same rights and interests in public services as the purchase of commercial housing.

According to the measures, the protection objects of common property rights protection housing in Hangzhou include eligible urban household registration and non-urban household registration with stable employment. Under the premise of purchase restrictions, household registration families need to meet the following conditions at the same time: the principal applicant has a certain number of years of urban household registration, the applicant family does not have a house in the urban area within a certain number of years, and the single application needs to reach the age of 30 (including). For non-urban household registration families, they need to be satisfied at the same time: the principal applicant holds the residence permit of Zhejiang Province or the residence permit of talents introduced into Zhejiang Province, the applicant family does not have a house in the urban area within a certain number of years, and the principal applicant continuously pays social security or personal tax in the urban area for a certain number of years, single application should reach the age of 30 (including). In addition, the "measures" also standardize the application procedures of four steps: application for pre-sale, announcement, qualification examination, and room selection by allotment lottery.

In terms of linking up with other housing security policies, the measures make it clear that families that rent public rental housing or indemnificatory rental housing and purchase common property rights security housing shall vacate the original rental housing before signing a house purchase contract. families that enjoy public rental housing rental subsidies, high-level talent rental subsidies, and rental subsidies for newly introduced college graduates, The above-mentioned subsidies shall be stopped from the month after the signing of the house purchase contract.

In terms of housing prices and ownership, the measures make it clear that the sales benchmark price of the housing project for the protection of common property rights of allocated land shall be determined after reasonable preferential prices in the market for commercial housing of the same type and the same location. Households who buy houses for the same project can choose the proportion of property rights between 50% and 80% according to their ability to pay, and pay the house price according to different proportions corresponding to the sales benchmark price.

In the aspect of construction management, the common property rights guarantee housing adopts three ways of raising: the centralized construction of allocating land, the centralized construction of transferring land and the transformation of existing housing sources. The type of housing is mainly small and medium-sized, and the location of the project will be combined with the "one-core and nine-star" layout, giving priority to areas with convenient transportation and complete public services, so as to promote the balance of work and housing and the integration of production and city.

In terms of use and management, housing guaranteed by common property rights can be purchased and listed. Among them, if a family that buys a house with shared property rights has obtained a real estate certificate for not less than 5 years, it may apply to the agency for an one-time increase in government share, and after the purchase, the nature of the housing shall be converted into commercial housing, and the nature of the right shall be adjusted to transfer, but it will take 10 years before it can be traded on the market. If a family that buys a house with shared property rights needs to withdraw from the security, it may apply to the agency to repurchase its share, which shall carry out the repurchase. At the same time, the "measures" stressed that the illegal use and illegal application of shared property rights guaranteed housing will be strictly investigated and dealt with, and it is clear that there are two ways to recover and fully pay the price difference. it is also clear that families with violations are prohibited from applying for all kinds of indemnificatory housing in this city within 10 years.
