"but titanium is difficult to extract compared to other metals." Wu Hongying said that the main types of titanium ores are ilmenite and rutile, which are widely distributed in the earth's crust and lithosphere. Although China has formed a complete industrial system from titanium mining and separation, sponge titanium production to titanium smelting, forging, rolling, semi-finished product processing, titanium components, titanium pipe fittings and titanium equipment manufacturing, however, China's dependence on imported titanium concentrate is still high, and the annual import of titanium concentrate is about 3 million tons, which has reached more than 40% of the domestic demand for titanium concentrate.
As the largest reserve of vanadium-titanium magnetite in China, Panzhihua Honggelan mining area has made a great breakthrough in the comprehensive utilization of high-chromium vanadium-titanium magnetite for many years. Wu Hongying said: in the draft for soliciting opinions on the fourth round of mineral resources planning compiled by the state, Honggenan mining area has been initially listed as a "national energy and resources base," and it is suggested that the development and utilization of Honggenan mining area resources should be launched during the 14th five-year Plan period. At present, the comprehensive utilization process and industrialization technology of "blast furnace process + blast furnace slag titanium extraction" + "converter extraction vanadium chromium slag + vanadium chromium slag separation extraction" vanadium and titanium resources have been formed in this area. Compared with the existing process, the utilization rate of vanadium resources has increased by about 11%, reaching 53%; the utilization rate of titanium resources has increased by about 35%, reaching 57%; and the utilization rate of chromium resources has reached 50%. Sulfur, copper, cobalt, nickel and other elements can be effectively utilized.
"after the expert group composed of academicians Yin Ruiyu, Ganyong, Zhang Yi, Qiu Dingfan, Yu Yongfu, etc., reviewed the research on the mining technology and equipment of high-chromium vanadium-titanium magnetite, the metallurgical separation technology, and the technology of separating vanadium and chromium from vanadium-chromium slag, the relevant technology in Honggenan mining area has reached the international advanced level." Wu Hongying said: "the premier's government work report puts forward the main tasks during the 14th five-year Plan period, to co-ordinate development and security, and to strengthen the national energy and resources security strategy, that is, to strengthen strategic mineral exploration and development."
In this regard, Wu Hongying suggested that vanadium, titanium, iron and chromium are all national strategic resources, and suggested that the state should start the development and utilization of resources in Honggenan mining area during the 14th five-year Plan period, support the development and utilization of vanadium-titanium magnetite in Honggenan mining area, vigorously promote the strategic development of vanadium and titanium industry, build a world-class vanadium and titanium industrial base in Panzhihua area, and promote the development and utilization of vanadium and titanium industrial resources to be more perfect.
At the same time, in order to promote the development of Panzhihua area more quickly, Wu Hongying suggested that the Yixi high-speed railway should be included in Sichuan Province's 14th five-year Plan and listed as a project to start construction in the 14th five-year Plan. In order to meet the needs of national strategic development, connect the regional high-speed rail trunk lines of two provinces and five cities (states); at the same time, consolidate and enhance the effectiveness of local poverty alleviation, promote the integrated development of areas along the line, and become a new engine of economic and social development in the region.
